Job Purpose

The engagement of the community and community organizations in accelerating the management of COVID-19 is indispensable to ensure that the COVID-19 case does not spread exponentially, particularly in some areas where COVID-19 cases have not been found. On the other hand, the Indonesian Red Cross (PMI) has several experiences in community-based approach programs such as Community-Based Health and First Aid (CBHFA), Epidemic Control for Volunteers (ECV), Water, Sanitation & Hygiene (WASH), Integrated Community Based Risk Reduction (ICBRR), Healthy Schools and Disaster Preparedness Schools, which aim to identify health and disaster risks as well as mitigation and prevention efforts by empowering communities and working to create independent, safe and resilient communities. Hence, PMI utilizes these paramount experiences and rigorous capacities to put forward the concept of Strengthening Community Response strategies with the community as the central axis in supporting the COVID-19 response through the rollout of community cash grant assistance to the communities.
PMI has been well-disposed in implementing Cash and Voucher Assistance (CVA) for individuals, specifically during the response and recovery phase of emergencies and disasters. Furthermore, this modality has been adapted to intensify volunteers and community engagement in responding to the COVID-19 pandemic. PMI has implemented community cash grant assistance under the COVID-19 community response program since the beginning of June 2020. The project rollout has been piloted in 390 targeted villages within 46 cities/districts across eight Java, Bali, and Sulawesi provinces. The grant given to the communities was used to engage and train communities in close coordination with COVID-19 Task Forces on community-level prevention, detection and referral, community-based health, and community-based surveillance; providing information related to communicating COVID-19 risks, specifically on 6M, behaviour changes on hygiene and health and care to the community including through social media platform and hotlines; assisting communities in self-isolation through the distribution of food and staple items; procuring and producing PPE items as well as distributing PPE to the communities, and other activities.
To ensure the effectiveness, efficiency, and immediate impact of the community cash grant roll out, IFRC and PMI will conduct an evaluation of community grant implementation at the community level and internally within PMI and IFRC operation to take the takeaways and recommendation of community cash grant program for refinement and improvement of similar projects in the future.
For the above purpose, the evaluation will focus on the following:

  • To assess the Relevance, Efficiency, Impact, Sustainability and Connectedness, and Coordination of community cash grant project
  • To assess the major strengths and limitations (SWOT) of the project and generate key lessons for future community cash grant project improvement.

The evaluation should highlight good practice, lessons learned and areas for improvement, including concrete recommendations on how to proceed.

Job Duties and Responsibilities

  • The focus will be on the COVID-19 community cash grant interventions in 8 provinces in DKI Jakarta, Banten, West Java, Central Java, East Java, DI Yogyakarta, Bali, and South Sulawesi of which each province will consist of 2 regencies/cities and 1-2 village for each regency/city.
  • The scope of work will be limited on the community grant implementation for both internal stakeholders (IFRC and PMI program team) as well as implementation within PMI branches and community level, involving representative of focal points at PMI branches, community volunteers, village and respective stakeholders – especially FSP, and not limited to head of village, COVID-19 Task Forces, Puskesmas, DHO/PHO, etc.

The consultant is expected to deliver a full report of community cash grant lessons learned with detailed analysis results, findings and recommendations. In detail, the consultant will be required to submit the following deliverables:

  • Inception Report
  • Draft Evaluation Report
  • Final Evaluation Report
  • Dissemination

Terms and Conditions

  • The consultant will be hired under IFRC Jakarta with the standard contractual terms applied and will report the result directly to the COVID-19 team of PMI and IFRC.
  • The consultant will have to obtain permission to visit sites, communities, or PMI branches from IFRC before commencing the work.
  • The consultant should develop their final overall work plan within three days from the start of the work and share it with IFRC/PMI Project Manager for endorsement.
  • Agreed travel expenses will be reimbursed at cost in accordance within the IFRC’s relevant regulations
  • Consultants must be aware of IFRC security regulation and code of conduct and thus ensure compliance during the consultancy period.
  • The consultant will sign the Code Of Conduct, Child Protection and PSEA Document.
  • The consultant must report to the appointed IFRC Project Manager periodically.

Education

University Degree in relevant field or equivalent experience

Experience

Minimum 8-10 years of proven work experience in project monitoring and evaluation

Knowledge, Skills and Language

  • Fluently spoken and written in English and Bahasa Indonesia.
  • Knowledge of IFRC and PMI Programming is an added advantage
  • Demonstrated skills in producing well-written and high-quality deliverables. Candidates will be asked to share samples of written work or publications.
  • Strategic thinking and problem solving when dealing with field-based challenges
  • Strong sense of ownership and responsibility to deliver with minimum supervision.
  • Ability to work in a diverse environment and produce high-quality work including in a team environment, within deadlines and under pressure
  • Other attributes essential for the assignment: Facilitation and leadership skills, computer proficiency including Internet and Microsoft Office
