Health, Nutrition and Population Global Practice:

The central contribution of the Health Nutrition and Population (HNP) Global Practice to the World Bank’s twin goals is to enable the achievement of universal health coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship as a result of illnesses. In the quest for UHC, we are building on the progress made in the framework of the Sustainable Development Goals, an array of analytical and advisory services, strategic partnerships with partner institutions and other financing agencies, and an active lending portfolio. The HNP Global Practice includes staff members in Washington, DC and country offices around the world.

Country Context:

Indonesia has charted remarkable progress on its path toward universal health coverage (UHC). Health insurance coverage has rapidly expanded to 83 percent of the population and the share of out-of-pocket (OOP) expenditures has decreased by nearly 15 percentage points since the introduction of Jaminan Kesehatan Nasional (JKN) or National Health Insurance in 2014. Despite these major achievements, several challenges remain, especially in lowering maternal mortality rates, reducing stunting prevalence, and curtailing tuberculosis. Regional and income-related inequalities in health outcomes also persist, highlighting the importance of good governance and health information systems to better target resources.

The Indonesia health and nutrition team in the Jakarta office is engaged in supporting the health sector and the social security apparatus through several related financing operations- using a results-based financing instrument across the portfolio, supported by complementary technical assistance and analytics.

(a) Indonesia’s Supporting Primary Health Care Reform (I-SPHERE) aims to strengthen the performance and quality of Indonesia’s primary health care nationally, with an additional focus on Eastern Indonesia. It is a US$150 million program with a focus on supporting primary care reform by improving data use and accountability, strengthening the accreditation of primary health care facilities, and enhancing performance-based financing through JKN and inter-government transfers.
(b) Investing in Nutrition and Early Years (INEY) is a US$400 million multi-sectoral program supporting the Government’s program to strengthen investment in activities that delivery priority nutrition interventions for maternal and child health and nutrition services, water and sanitation, early childhood education and development, and social protection. An Additional Financing for INEY is currently under preparation.
(c) Indonesia Emergency Response to COVID-19 program is a US$ 750 million-dollar program, also supported by US$ 1 billion in co-financing from partners, that supports the Government of Indonesia in responding to the COVID-19 pandemic and rolling out a national COVID-19 vaccination program. It is co-financed by Asian Infrastructure Investment Bank, KfW and Government of Australia.
(d) Indonesia’s National Health Insurance Reforms and Results Program, recently approved in December 2021, is a US$ 400 million-dollar program, also supported by US$ 2.33 million in co-financing from the Gates Foundation, that supports the Government of Indonesia in improving the efficiency and sustainability of the JKN program and leverage its influence for better quality of health services.
(e) A new operation on strengthening the National Tuberculosis Program and a Human Capital Development Policy Loan, are currently under preparation. Another operation on Innovations in Health Service Delivery will be commencing preparation in 2022 and is aimed for approval in 2023.
(f) The analytical work undertaken through Reforms to Strengthen UHC in Indonesia program of analytical work supports the GOI’s efforts to accelerate and sustain progress towards UHC. The program addresses systemic challenges in the health sector’s governance and accountability, financing beyond JKN, and the quality of service delivery that hinder progress to UHC. The Global Fund, Global Financing Facility, Government of Japan and the Gates Foundation co-finance this PASA and its analytical support to the operations it supports.
(g) Multisectoral Nutrition program of analytical work provides analytical underpinnings and technical assistance support to implement a multisectoral convergence approach to addressing malnutrition and child development in early years. This program is supported by the Global Financing Facility for Women, Children and Adolescents, and by the Indonesia Human Capital Accelerator multidonor trust fund.

The Indonesia HNP team also supports the World Bank HNP program in Timor Leste that is a post-conflict lower middle-income country with significant development challenges, including very high levels of stunting, and a growing portfolio of health and nutrition operations and analytical work.

Duties and Accountabilities:

The Health Specialist will report to the Practice Manager for Health, Nutrition and Population Global Practice responsible for the EAP HNP portfolio.
The Health Specialist will have the following key responsibilities, inter alia:
  • As a team member, closely support health and nutrition lending operations and analytical work of the Indonesia health and nutrition team.
  • Coordinate, support and facilitate health and nutrition engagement with client ministries and internally within the World Bank.
  • Participate in and add value to technical assistance work to support relevant capacity-building activities, including workshops, seminars, etc.
  • Partake in and contribute to policy dialogue with government counterparts— including at the national and sub-national levels—and with other relevant partners.
  • Coordinate closely with other GPs, the Country Management Unit, and external partners to advance the Human Capital agenda at the country level.
  • Help teams with building and maintaining partnerships and networks within the Bank (in HNP as well as other sectors) and with external partners.
  • Contribute to sector-specific or cross-sectoral inputs for various operational products/outputs (e.g. sector/country briefings, background reports, portfolio performance reviews, etc.).
  • Review and add value to sector-specific or cross-sectoral policy and other documents.
  • Organize and support missions for the health team.
  • Develop, write, and disseminate case studies and papers on lessons learned with the Governments, Bank staff, and international partners.
  • Draft and review operational documents such as Aide Memoires, Implementation Status Reports, management briefs, other formal communications, reports and documents.
  • Respond to ad hoc information requests from internal and external parties.
  • Provide selective support to other country or regional programs in the region, based on need and on the strengths of the successful candidate.
  • Carry out any other activity required as part of the health and nutrition portfolio.

Selection Criteria

  • Graduate degree (Masters required) in public health, nutrition, health economics, health financing, public policy and management, epidemiology, business administration, or professional degree (medicine, nursing) with at least 5 years’ experience in public health and/or public nutrition programs. Candidates without a core qualification in at least one of these domains need not apply. Candidates with combined degrees will have an added advantage.
  • Minimum of 5 years of relevant experience in one or more of the following areas: health systems, public/community nutrition, health economics, public health, program management, service delivery, monitoring and evaluation, operations research in health and/or nutrition. Experience in two or more of these areas is advantageous.
  • Ability to (a) deal sensitively in multi-cultural environments and to work in a team environment; (b) operate independently with minimal direct supervision and support; (c) work effectively and independently as a team member and as a leader alike, including in multi-sectoral teams; (d) share and disseminate relevant information with colleagues, clients, and managers; (e) interact effectively with a range of partners within and outside the Bank, and to apply strong diplomatic and client-engagement skills; and (f) identify and develop new and creative partnerships with a wide variety of agencies and organizations.
  • A drive for results, including a proven track record of high standards/accountability for work products, meeting target dates, an ability to prioritize tasks within the work program; and the ability to work collectively with others on the team to deliver products of the highest caliber.
  • A demonstrated record of making substantive contributions to complex operational engagements, including as team leader or team member with significant operational responsibilities.
  • Demonstrated skills in policy dialogue, policy reforms, and/or service delivery innovations, and working across sector boundaries. Demonstrated track record of synthesizing analytics and results into user-friendly written outputs.
  • Proven analytical skills and the ability to inform high-level policy dialogue through strong communications (including writing) skills.
  • Demonstrated ability in time management and to work under multiple deliverables. The successful candidate should be able to work with multiple team leaders and handle multiple tasks effectively, meet target dates, manage uncertainty, and adjust to a changing work program.
  • Superior client orientation, interpersonal and diplomatic skills, and ability to support dialogue with high-level government officials.
