GF-ATM TB component is part of the Tuberculosis Sub-Directorate, Ministry of Health of the Republic of Indonesia which supports the implementation of the Tuberculosis Control Program in Indonesia. This institution is funded by foreign grants from the Global Fund in Geneva which is managed by the Indonesian Ministry of Health. Currently GF-ATM TB Component, Looking the Best Talent.
SCOPE OF WORK
Develop, manage, direct and control the HR function (national), with the objective of delivering the full range of HR services Recruitment, Compensation and Benefit, Learning & Development, labour rights, disciplinary process, personnel analyses and costs control, etc, in order to achieve the most effective and efficient use of human resources to support Ministry of Health TB Component. This in accordance with GF, PMU strategy and HR strategies, policies and programs as well as local legal / fiscal framework.
Job Description:
Manage and implementation Manpower Planning based on Direction of Global Fund and Ministry of Health with best recruitment process by source and define best talent in the market
Manage and control compensation and benefit (payroll system) with best quality of work.
Manage and facilitate of learning and development process through key performance indicator each department or unit in the Global Fund and Ministry of Health.
Accelerate HRIS or Payroll management system by detail and accurate, and developing best report to Finance team
Lead HR reports and ensure all reports are submitted with high quality according to standards and always on time from schedule;
Provide technical input about HR management process from PMU to superiors and coordinate with the Bureau of Administration and Personnel of the Directorate General of P2P in implementing HR policies and reporting HR activities;
Coordinate with other Coordinators to ensure all staff under PMU comply with HR & Administration regulations and procedures;
Assign, train and empower HR staff to have the necessary skills and competencies to produce the required reports.
Support all internal and external audits in terms of audit and reporting processes.
Take an active role in monitoring and coordinating with other Coordinators (unit) in regards of the compliance all staff by regulations that related of human resources, including providing recommendations to PMUC regarding human resources issues, as well as increasing SR's understanding of human resource management and administration in national level meetings.
To Ensure that there are no ineligible HR & Administration related expenses.
Maintain and manage a conducive work environment and bridge the relationship between management and staff regarding complaints, or other human resource issues.
Lead HR & Administration meetings biweekly/monthly and support meetings with senior management to provide an overview of HR & Administration related issues and reports.
Ensure that the performance evaluation assessment for the team is carried out according to the procedures and target time set.
Review and provide necessary input on legal matter in related to the collaboration with other stakeholders (e.g., MoU with SRs)
Job Requirement:
Well-rounded 10+ years of experiences in Human Resources department including at least 4 years in leadership/managerial level leading a team and working with business leaders. Minimum bachelor’s degree of Psychology/ Management.
Proven track record in driving and implementing HR transformation and change management.
Proven track record in developing and transform HR program through organisation development, talent management, performance management and tool, compensation and HR operations process.
Strong and solid understanding in industrial, employee and labour relations including manpower regulations and compliance.
Prefer to have Certified HR Manager by BNSP
Understand of basic legal knowledge of the institutional collaboration with other stakeholders
