DevTech is currently managing USAID/Indonesia’s Economic Growth Support Activity (EGSA). EGSA has three objectives: i) enabling evidence-based decision making through ongoing analysis that links together the United State Government’s Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities (CDCS); (ii) improving Government of Indonesia (GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improving the business enabling environment for foreign and domestic business entities.

Overview
EGSA is planning to convene an international investment summit on November 30 to December 2022 in Bali, Indonesia. The summit will target audience of high level international private sectors CEOs as well as others from public sector. The summit aims to promote trade and investment to support green development in Indonesia and beyond. This scope of work is prepared for the recruitment of a Full Stack Web Developer consultant to lead the development, design, and operation of a website for the summit to administer registration and information dissemination to participants.

Responsibilities
The Web Developer will develop a website for publishing information and maintain summit participants confirmation and host the website, including updating the website based on EGSA request.
The Web Developer tasks will include but not limited to the following:

  • Develop an attractive and classy design, with advanced but user-friendly operation website, including creates the look, layout, and features of the website based on USAID regulations and DevTech policy (considering UX experience, graphic design, and other functionality).
  • Develop user and administration privacy and security.
  • Assist EGSA to develop the final website site plan.
  • Provide hosting for the website, Content Management System (CMS) and its update, analytics, and other components to support the website, include data backup.
  • Prepare a manual document to explain the specification, user guidelines, and contingency plan in case the website goes down.
  • Provide guidelines and CMS for the website administrator to familiarize new users with the features available in the website.
  • The website is required to comply with Section 508 of the United States Rehabilitation Act of 1973 to ensure their information systems are accessible to users with disabilities.
  • Host, maintain and regularly update the website with new material to be submitted by USAID and EGSA.
  • Regularly inform EGSA on the progress of the web development
  • Troubleshoot issues quickly and stay up to date on current and emerging technologies, standards, and trends.

Qualifications

  • Professional and expert knowledge in developing full stack websites and programing applications.
  • Proficient in JavaScript, JQuery, CSS, HTML, PHP, web design graphic, content management system, and project management.
  • Must be Indonesian citizen.
  • Bachelor’s Degree in computer science with 10 years relevant experience, or master’s degree with 7 years’ experience.
  • Experience in developing USAID funded program/activity website preferred.
  • Proficiency with web development languages such as JavaScript, PHP, HTML5/CSS, GraphQL.
  • Ability to adapt to new programming languages, methodologies, and platforms.
  • Outstanding communication skills and client satisfaction focus.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Excellent English written and verbal.
