This is an exciting opportunity for a pro-active person to help shape, direct and provide support and expertise towards low carbon development and climate change in Indonesia at a time when climate change is global issues and development is critical as impacted by Covid-19 pandemic.

Indonesia is the world’s 5th largest emitter of Greenhouse Gases (GHG). GHG emissions from Indonesia are predicted to increase by 115% from 2010 to 2030, based on business as usual. Indonesia has committed to reduce GHG emissions by as much 29% with its own efforts and 41% by 2030 with support from International communities as part of the country’s contribution to the Paris Accord. The Government of Indonesia is now working to translate this ambition into national planning and budgeting processes. The Low Carbon Policy and Finance team (LCPF), apart of the Low Carbon Development Group (LCDG), focuses its works on low carbon development planning, and has been providing technical support to the Government of Indonesia to support implementation to achieve its challenging climate change objectives and ambition while in the same time provide efforts on how to pararelly work for higher ambitions.

Through the first phase of the Low Carbon Development Initiative (LCDI) programme, the LCPF has in partnership with the Government of Indonesia (GoI) to develop a vision for a national low carbon development plan which mainstreamed at the Indonesia medium term development plan (RPJMN 2020-2024). The next phase (LCDI Phase 2 programme) which is to support the GoI to prepare for and to begin the implementation of that plan both at national and sub-national level as part of Build Back Better Narrative and considering impact of Covid-19. It also aims to build deep and wide lasting low carbon economy support for long-term development plan (RPJPN 2025-2045). The programme will provide evidence and advice to policymakers on key areas where actions on growth and climate are possible, and will engage officials, business leaders and civil society representatives to drive ambition and the pace of implementation. Indonesia positioning itself on a low carbon development trajectory has the potential to bring significant results on global climate change, both for the results that the programme will achieve in itself and for the possibility for Indonesia to act as a change leader and example of good practice for other countries in the region and beyond.

The LCDG is based in the British Embassy Jakarta, the group is formed of four teams and consists of around 22 staff managing various programme that contribute to the UK Government’s overall climate-related work in Indonesia. As part of the LCPF team, this post will report to the Low Carbon Technical Advisor, working closely with Low Carbon Policy and Finance Advisor / Programme Responsible Officer (PRO) and the Senior Responsible Officer (SRO) of the LCD Programme, implementing partners and government official partners.


The Programme Officer will provide support to the on-going - LCDI 2 Interim Phase, and up-coming LCDI Phase 2 programme. The Project Officer will manage the programme cycle, ensuring application of Smart Rules and best practice at each stage of the cycle, particularly in relation to, but not limited to:

  • Support the effective financial management of projects to ensure VFM throughout programme cycle, including through accurate and realistic up to date spending forecasts over the financial year, accurate budget profiling for outer years, asset management and timely payment of invoices/claims.
  • Review implementing partner/supplier financial reports and ensure all payments meet FCDO’s financial rules and agreed project payment requirements.
  • Ensuring audit report / Annual Audited Statements for assigned programmes are received, reviewed and findings pro-actively followed up along with PRO, SRO and other donors as relevant.
  • Support adherence to, and best practice in, key programme management processes, including risk management, Due Diligence, safeguarding and Counter Aid Diversion Strategy.
  • Support the PRO and SRO with the effective monitoring of projects, including through maintenance and regular use of FCDO Delivery Plan, through timely and rigorous Annual Reviews /Programme Completion Reviews; through timely implementing partners/suppliers reporting, and through support to project governance oversight, meetings, spot checks and field visit as required.
  • Contribute to Embassy wide initiatives to promote the work and profile of the UK e.g. QBP, Campaign events.
  • Actively participating and supporting internal Embassy events and initiatives to help create the Embassy we want to be e.g. People’s Strategy, L&D committee member, Embassy volunteering activities.
  • Participating in crisis management work as required.

Essential qualifications, skills and experience
  • A degree level qualification.
  • A minimum of 4 years project and/or programme planning and implementation.
  • Proven experience in working accurately with financial data and ability to present such data to wider audience
  • Ability to quickly build proactive working relationships across HMG and networks across varied stakeholders.
  • A team player with excellent communication and interpersonal skills.

Level of language required: Fluent
