Job Description

Context:
Established in 1951, the International Organization for Migration (IOM) is a Related Organization

of the United Nations (UN), and as the leading UN agency in the field of migration, works closely

with governmental, intergovernmental and non-governmental partners. IOM is dedicated to

promoting humane and orderly migration for the benefit of all. It does so by providing services

and advice to governments and migrants.

IOM has 40 years of partnership and programming in Indonesia, covering a range of areas

including disaster management, refugee and migrant care and protection, counter-trafficking,

labor migration, migration health, and immigration & border management programming. In

addition to its operational aspects, the IOM Mission works closely with UN partners in integrating

the migration agenda within the UN Sustainable Development Cooperation Framework and is

increasingly providing policy advice and support to Government in recognition of its role as a

Champion Country of the Global Compact for Safe, Orderly and Regular Migration (GCM).

The GCM is the first inter-governmentally negotiated agreement, prepared under the auspices

of the UN, covering all dimensions of international migration in a holistic and comprehensive

manner. It is a non-binding document that respects states’ sovereign right to determine who

enters and stays in their territory and demonstrates commitment to international cooperation on

migration. It presents a significant opportunity to improve the governance of migration, to

address the challenges associated with today’s migration, and to strengthen the contribution of

migrants and migration to sustainable development.

The GCM is framed in a way consistent with the 2030 Agenda for Sustainable Development in

which Member States committed to cooperate internationally to facilitate safe, orderly and

regular migration. The GCM is designed to:
  • Support international cooperation on the governance of international migration;
  • Provide a comprehensive menu of options for States from which they can select policy options
to address some of the most pressing issues around international migration; and

  • Give states the space and flexibility to pursue implementation based on their own migration
realities and capacities.

The IOM Indonesia Country Office (CO) is seeking a Senior Programme Coordinator for the

overall development, management and coordination of migration policy-related initiatives, in

particular the management of interventions to support GCM implementation in Indonesia,

including strengthening capacity and aligning the support of the UN system in Indonesia to

promote Government and stakeholder priorities on the GCM.

Under the overall guidance of the Chief of Mission (CoM) and the direct supervision of the

Deputy Chief of Mission (DCoM), and in close technical coordination with the Secretariat of the

UN Network on Migration, the Senior Programme Coordinator will be responsible for overall

management, coordination and supervision of the IOM Indonesia Migration Policy and Data

Unit, with the primary task of authoritatively supporting Government and stakeholder activities

toward implementation of the GCM, including coordination of the UN Network on Migration and

capacity-building of partners in the UN system.

Core Functions / Responsibilities:
1. Provide overall management, development, coordination and supervision of staff and

programming in the IOM Indonesia Migration Policy and Data Unit, promoting migration-related

data as a basis for policy initiatives, and providing policy-related advice and technical support to

all relevant parties and stakeholders in the GCM implementation process in Indonesia.

2. Provide authoritative technical advice, support, capacity-building and coordination for the

establishment and functioning of a UN Network on Migration in Indonesia.

3. Establish, strengthen and maintain strategic coordination with the secretariat of the UN

Network on Migration and act as country-level manager of European Union (EU)-UN Migration

Capacity-Building Partnership, ensuring all administrative, partner outreach, stakeholder

coordination and project implementation efforts are directed toward improving capacity in

Government and UN to incorporate stakeholders, advance the principles, objectives and

national priorities of Global Compact for Migration process in Indonesia.

4. Substantively support the IOM CoM and DCoM, and work closely with the UN Resident

Coordinator Officeand other agencies to coordinate and strengthen the capacity of the UN

system at country level to support good migration governance, in line with the UN Network on

Migration Terms of References, and linking to global frameworks. Ensure inclusion of other

relevant stakeholders (i.e NGOs, Academia).

5. Manage the implementation of IOM’s component of the Migration Governance for Sustainable

Development in Indonesia joint programme funded by the Migration MPTF and ensure that IOM

adequately performs the role of convening organization for the joint programme, in line with

IOM’s policies and practices, the Migration Multi-Partner Trust Fund requirements outlined in its

Operation Manual and the UNDG guidance note on Joint Programmes..

6. Work across the IOM CO, and within dedicated programmes to ensure the compilation of

data, summaries, analyses, and the presentation of information related to diverse migration

dynamics and best practice, highlighting noteworthy issues for the consideration of appropriate

partners and stakeholders.

7. Provide an advisory and coordination role to support the UN engagement with the

Government of Indonesia in the overall policy work and implementation of the Global Compact

for Safe, Orderly, and Regular Migration (GCM).

8. Build and promote a catalogue of research and migration-related data; direct the design and

oversight of project-related research and other actions including with consultants and

implementing partners, and identify and promote migration-related data and research initiatives

amongst partners.

9. In line with project oversight and management responsibilities, manage and supervise the

work of staff, monitor and assess budget implementation, and make adjustments as necessary;

ensure regular updates and timely reporting requirements in accordance with donor

requirements, IOM policies and practices.

10. Actively engage and maintain coordination with partners and stakeholders in supporting the

development of a National Action Plan for the implementation of Global Compact for Migration

(GCM) priorities in Indonesia; oversee the work of implementing partners, identify shortfalls in

delivery, advise the CoM and take remedial action.

11. Prepare correspondence on project issues, various reports, briefing notes, statistical

analyses and other requested documents.

12. Ensure the organization of regular and special or ad-hoc meetings, and the follow up on

decisions taken.

13. Regularly engage and promote synergies amongst UN partners, share information with

donors; respond to any queries regarding proposal, project implementation, reporting during the

lifetime of the project.

14. Identify, analyze, and develop potential projects, initiatives and funding proposals related to

migration governance and policy in Indonesia.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education

  • Master’s degree in Management, Business Administration, Finance, International Relations,
Humanitarian Affairs, Development Studies or a related field from an accredited academic

institution with seven years of relevant professional experience; or

  • University degree in the above fields with nine years of relevant professional experiences
Experience

  • Experience working in a multilateral system;
  • Experience and familiarity with the UN system, its agencies, funds and programmes; specific
experience in implementation modalities and management of UN Multi-Partner Trust Fund

initiatives;

  • International experience in technical cooperation and liaison with Government, with UN
agencies and with diplomatic missions;

  • Experience in the area of inter-state cooperation on migration, migration governance and
migration policy;

  • Experience in policy development and roll-out, and strategic planning processes;
  • Experience with IOM's administrative structures, rules, processes and practices.
  • International field experience in project management, migration-related activities, complex
project implementation, liaison with governments and international agencies;

  • Experience with project implementation, scheduling and deployment of resources, ideally with
EU funding.

  • Professional experience in the Southeast Asia region would be considered an advantage.
Skills

  • Sound knowledge of IOM policies and programming.
  • Excellent oral and written communication skills.
  • Knowledge of multifaceted migration management interventions.
  • Deep understanding of international and national migration frameworks and capacity to frame
their operationalization.

  • Strong management capability and experience.
  • Knowledge of the region is an advantage.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the
Organization.

  • Good level of computer literacy.
Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in

English and have at least a working knowledge of one additional UN Language (French,

Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of

Bahasa Indonesia is an advantage.
