OBJECTIVES OF THE PROGRAMME:

WHO is the specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Government of Indonesia in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity.

Within the framework of the Collaborative Country Cooperation Strategy, the Health Systems Programme’s objective is to promote universal health coverage through strengthening primary health care. The Programme supports the Government of Indonesia in advocating for a more integrated human resource development; facilitating the delivery of quality and integrated people-centered services; ensuring equity in national health policies, strategies and plans through formulation of legal and regulatory frameworks to implement the Health Financing Strategies and further strengthening capacities in generating information and utilizing evidence as well as in ensuring equality medical products. The Programme is mainstreamed into six areas: 1) National health policies, strategies and plans, 2) Health Financing, 3) Human Resource for Health, 4) Integrated people-centered health services, 5) Access to medicines and health technologies, and 6) Health system information and evidence.

SUMMARY OF ASSIGNED DUTIES:

Under the direct supervision of the Team Lead, Health Systems Strengthening, the incumbent will:

• Assist regular policy reviews/ assessments and evaluations of the implementation of national health policies, strategies, and plans.
• Technical assistance to MOH and subnational government in terms of strategic health budget planning and execution strategy in decentralization context.
• Technical assistance in reviewing and strategizing the key intervention in promotive and preventive health approaches and strategizing the suitable financing scheme to support the programme.
• Strengthening government capacity, particularly at subnational level, to be enabled and motivated in aligning health planning and financial management to national target indicator and outcome. This includes facilitating capacity building workshop, providing continuous technical advice, and conducting regular FGD for advocacy.
• Strengthening government capacity to evaluate the effectiveness and efficiency in various health programs. This includes facilitating the capacity building workshop on cross programmatic inefficiency analysis.
• Strengthening country financing system reform to address high expenses and inefficiency in National Health Insurance. This includes supporting MOH in developing suitable model for Indonesia Health Technology Assessment, monitoring and evaluation of rational use and expenditure of medicine, and facilitate health expenditure tracking.
• Strengthening government capacity in governing and mobilizing community efforts as the critical element to progress towards UHC. This involves regulation review, stakeholder analysis, and potential mechanism for implementation at both national and sub-national levels.
• Primary Health Care (PHC) strategies, particularly related to PHC transformation agenda and the operationalization of the SEARO PHC strategies in Indonesia.
• The Development of integrated model of service delivery in PHC to ensure quality services along the continuum of care. This includes to strengthen the promotive-preventive interventions; to support health system resilience in the context of emergencies and disaster through the integration of emergency planning, preparedness and response into PHC; to support the integration of palliative care in PHC level; and to strengthen lab services for diagnostics and screenings at PHC level.
• Quality improvement and patient safety initiative in health care facilities. This involves facilitating capacity building, provision of technical assistance, and advocacy for clinical quality and patient safety
• National Health Workforce Account (NHWA) reporting system. This includes strengthening technical capacity and Technical Working Group on Human Resource for Health (HRH) information system at MOH / Sistem Informasi SDM Kesehatan (SI-SDMK).
• The Preparation of HRH information system training for MOH and selected provinces.
• The preparation for HRH training for pharmacist and primary Health care worker on urban public health and Tuberculosis management.
• Coordination of programme specific Health Workforce activities across the units of the WHO Indonesia Office.

Functional Knowledge and Skills:

• Sound understanding of public health principles and health systems strengthening.
• Familiarity with Indonesian health system.

Education Qualifications:

Essential: Master’s degree in medicine, public health or health related science

Desirable: Post graduate degree, PHD or M.D., in public health or health management

Experience:

Essential: Two (2) years of professional work experience in the area of health systems strengthening

Desirable: Four (4) years of professional work experience in the area of health systems strengthening

Languages:

Expert knowledge of Bahasa Indonesia and English

Other Skills (e.g. IT):

Work is performed in normal working environment.

Computer literacy: Proficient in the use of Microsoft Office applications.

RENUMERATION

SSA National Consultant – UHC, Level A. Between IDR 25,708,600 and 41,419,267 (in accordance with WHO Salary Scale for SSA).
