Job Purpose

The Planning, Monitoring, Evaluation and Reporting (PMER) Senior Officer provides technical leadership and supports the development and improvement of the quality, relevance and timeliness of the CCD’s planning, monitoring, evaluation and reporting cycles. The PMER Senior Officer is responsible for maintaining and improving the current PMER systems and practices to ensure a quality results-based system for planning, performance measurement, learning and accountability. The role will require development and maintaining systems and processes related to monitoring and accountability as well as supporting developing and implementing an evaluation and learning framework.

The PMER Senior Officer is a part of the Development and Quality Assurance Unit and reporting to Development and Quality Assurance Coordinator. The position also maintains a Technical coordination line with PMER in the Asia Pacific Regional Office (APRO) in Kuala Lumpur, Malaysia. This position will manage PMER officers dedicated for several projects.

Job Duties and Responsibilities

  • Facilitate the communication and exchanges to set-up of appropriate internal and external reporting systems based on IFRC and NS’ standards.
  • Maintaining and improving PMER systems and practices to ensure a quality results-based system for planning, performance measurement, learning and accountability.
  • Coordinate with other project responsible or head of unit the development of progress reports for internal and external audiences, including but not limited to situation report, consolidated regular operational reports, operational updates, pledge-based reports, for IFRC and other stakeholders.
  • In collaboration with National Society Development Manager, support the capacity development of the national societies with skills and knowledge on PMER to guarantee services deliveries to the vulnerable populations in times of emergency, and keep the stakeholders in the loop on the process of these service deliveries.
  • Provide feedback and guidance to all reports development and verify data/information to ensure its consistency and accuracy so that all reports are submitted in high quality format in terms of its content, completeness, and timeframe.
  • Working closely with all unit in the CCST and in the national societies to collect, collate, and edit inputs on the development of the DREFs/appeals and Emergency Plan of Action.
  • Assist the PMI NHQ, provincial and district branches to design, develop, their strategic planning and periodic roadmaps. For Timor Leste, assisting CVTL NHQ on designing, development of their annual plan.
  • Co-lead, with related program of IFRC and PMI/CVTL, in the design of surveys (such as baselines and end-lines) assessments, evaluation, and reviews for projects and programmes at the CCST, including for emergency operation.
  • Liaise with Information Management (IM) counterparts within the IFRC as well as national societies in the NHQ, provincial and district branches to verify data for monitoring and evaluation purposes.
  • Work closely with the work units in the CCST, to identify existing monitoring and review mechanisms in the national societies’ Plan of Action or Strategic Plans to ensure that reports incorporate accurate and relevant information.
  • Facilitate lessons learned process as well as the sharing of findings and lessons learned from program M&E to improve overall organizational learning, especially the selection of future program interventions, as well as design and This includes liaison with external organizations to identify and disseminate good M&E practices in M&E and contribute to knowledge sharing.
  • Facilitate coordination between work units at the CCST with work units in the national societies to ensure the efficient and effective delivery of programs and services through systems development, coaching and mentoring and other capacity building initiatives.
  • Develop training materials and provide appropriate training for national society staff to fulfil their PMER responsibilities.
  • Contribute the development of IFRC Global and APRO PMER tools (such as GO platform and other forms) for more effective and efficient PMER implementation to achieve IFRC objectives
  • May serve as the budget holder to a certain value as agreed by Development Coordinator.
  • Perform other work-related duties as assigned.

Education

Required:

  • University degree in relevant field

Preferred

  • Relevant post graduate qualification/technical training (or equivalent experience)

Experience

Required:

  • 7 – 10 years of experience with 3-5 years of working in the area of expertise.
  • Solid experience in monitoring and producing high quality report of development projects supported with graphic and statistical summaries.
  • Strong background in report-writing and product delivery within tight deadlines.
  • Involvement in baseline, end line surveys, and/or evaluation studies/research.
  • A broad understanding of global humanitarian issues, disaster recovery and related areas.
  • Experience of working in both emergencies and developmental contexts within international Organization.
  • Experience in managing multiple projects.
  • Experience in NS capacity building in preparedness, response and recovery.
  • Experience working with the National Societies.

Preferred:

  • Experience of working for the Red Cross / Red Crescent or other humanitarian organization.

Knowledge, Skills and Language

Required:

  • Strong communication and interpersonal skills, able to negotiate while maintaining effective working relations.
  • Ability to adapt and adjust to change, take extra miles to accomplished work task.

  • Basic research and analysis by generating new ideas and approaches, researches best practices and proposes new, more effective ways of doing things.
  • Good research and analytical skill, able to produce good report writing with ability of editing skills.
  • Thorough knowledge of RC/RC Movement, PMI and CVTL.
  • Advanced Computer skills: Windows, Word Processing, PowerPoint, Excel. (spreadsheet and database application) + Ability to use video conferencing application i.e., Microsoft Teams, Zoom etc
  • Ability to be flexible to work in pressurised working environments e.g., disaster affected area
  • Fluently spoken and written English

Preferred:

  • Good command of another IFRC official language (French, Spanish or Arabic)
