Background
Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as national entity of Plan International in Indonesia. Plan Indonesia is currently implementing its Country Strategy 4 (CS 4) covering fiscal year 201 8 to 20 22 , where the country purpose is in line with the global Plan International’s Purpose “to advance children rights and equality for girls”. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies) and thrive (grow healthy and protected from violence). It means that we will take actions to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision makers and key stakeholders to make the required changes.
Role Purpose
Compliance Specialist at CO Ensure compliance specialist will work independently and with the direct supervision from Compliance Manager. The Compliance specialist will prepare monthly/quarterly work schedule and get Compliance manager approval in advance. The compliance specialist will conduct periodic and regular reviews of Plans programs, projects and operations in Indonesia. The reviews will be intensive; based on risk identification workshops, and other issues identified by management and shall have review comments and recommendations for management

Dimensions of the Role
This position reports to Risk and Compliance Manager and also has the coordination line with other Managers, All staff CO and PIA
The person is responsible for ensuring that provide assurance on the effectiveness of controls and assist to manage risks in Plans operations. The lessons learnt and best practises will be shared amongst the staff and managers
Accountabilities
1 : Administration and Reports Prepare annually schedule of audit for Plan Area operation (All Grants, Sponsorship Projects, Operations, Resources Mobilization) Prepare TOR (Term of reference of audit) Prepare the internal audit program Prepare internal audit reports and submit to Compliance Manager with overall conclusions regarding the internal controls with Plan’s policies, procedures, labor laws and adequacy/status of Plan Program implementation and high risks identified at PIA’s, CO or other locations. Prepare the report regarding the implementation of Audit Action List (AAL) this may be done together with the next audit or in a separate time.
2. Conduct internal audit in the following departments at Programme, Operations, Resources Mobilization and Influencing based on the TOR, audit program and risks identified during the risk workshop
3: Assist Fraud or other misconduct investigation
Provide information, data or written evidence related to the fraud
Conduct an investigation process
To attend the meeting to discuss the result of investigation.
4. Assist the Risk Management workshop in the Country Office.
To provide input s on the risks and controls during the risk management Workshop
5. Provide inputs and or feedback in the department meeting
To provide inputs and or feedback in department meeting if necessary

Key relationships
Internal relationship
Program Manager/advisor: To define Yayasan Plan International Indonesia’s overall Compliance strategy and determine the direction it would take in the medium and long-term
Program Implementation Manager: To guide / advise the programme/project information to ensure developing effective programme/project needs
All Staff Coordinate to make sure programs are integrated

Technical expertise, skills and knowledge

Essential Undergraduate degree in accounting, economics, management or other related fields. Minimum of 5 years of experience in managing internal audit and/or risk management. Demonstrated knowledge in tools used for internal audit Demonstrated good understanding the principles of partnerships Understanding of Indonesia Government policies related to internal audit Good oral and written communication skills in English and Bahasa Indonesia Demonstrated experience in providing support and capacity building on fraud prevention and risk management Ability to function efficiently and effectively with little day-to-day supervision Organized, methodical and meticulous Having good interpersonal and communication skills Have capacity to work independently with minimum observation

Desirable
Experience working in and with Plan International global system and units
Demonstrated experience in applying child protection and safeguarding policies. Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion First-hand experience and knowledge of working in development sector Understand with project management and development sector donor requirements e.g. USAID, ECHO, EU,DFID, DFAT, UN etc Knowledge of [country} legal and regulatory environment Facilitation and coaching skills.

Physical Environment
Travels to Plan Indonesia’s office in PSO kupang and other areas, and audit locations, either at partner’s office or in communities
