The East Asia Pacific (EAP) Region:

The region has made the fastest progress in growth and poverty reduction of any region around the world in the last quarter century. Nevertheless, challenges remain; inequality is perceived to be high and rising; massive need for infrastructure investment; fragility and conflict are also intensifying; malnutrition; climate change and natural disasters.

EAP is also the largest contributor to greenhouse gas emissions, accounting for one-third of the world’s carbon dioxide emissions and 60% of its coal consumption. The region plays a critical role in advancing the global climate change agenda!

Country Context:

The World Bank Indonesia program is one of the largest in the world that include active engagements with the Government of Indonesia and community driven development. The World Bank’s lending in the country is currently distributed over a broad mix of programs and sectors, ranging from support for the Government’s response on COVID-19 to infrastructure. In addition, there are several programs supported by trust funds in various sectors such as environment protection and stunting reduction. To support the Government policy agenda, the mission also has a very large program of analytical and advisory activities that is integrated into lending and technical assistance activities.

Job duties and responsibilities:

  • Plans, designs, prepares, executes, and monitors communications strategies, activities, and campaigns about the World Bank's work in Indonesia and evaluates their impact.
  • Contributes to reputational risk mitigation elements related to the implementation of World Bank’s work in Indonesia.
  • Determines the types of information and communications activities that are best suited to address issues or needs. Accordingly, writes and/or oversees the preparation, production, and dissemination of both routine and complex outreach products (e.g., backgrounders, media packets, news releases, multi-media and features, radio/TV/podcast interviews, presentations, brochures, Q&As, websites, social media, speeches, briefing notes, etc.) that promote the strategic and timely flow of information and major issues about the World Bank, its policies, its projects, and reports to key audiences in Indonesia.
  • Initiates, builds, and sustains effective professional relationships with key internal and external constituencies (including media, civil society, NGOs, academia, businesses, government agencies, parliamentarians, etc.). Identifies opportunities for and forges strategic partnerships both inside and outside the World Bank to improve dialogue and outreach and to strengthen the World Bank's overall effectiveness and public understanding of the World Bank and its work.
  • Monitors and analyzes current events, including media monitoring. Advises the Country Director, the Country Management Team, and technical teams on trends, news developments, or changing/unexpected circumstances that may impact the World Bank and its work and helps to determine appropriate strategic responses to address them. Routine monitoring of social, economic, and political developments. Deliverables include weekly update notes.
  • Support the implementation of the country office’s digital communications strategy in coordination with other ECR Jakarta based staff and the ECR HQ team, including working on the country office’s online editorial processes and country social media channels, monitoring and advising on country-specific opportunities and risks on web and social media, and evaluating and reporting web and social media metrics.
  • Produce and edit digital products as needed, including press releases, op-eds, talking points, blogs, videos/multimedia products, and speeches, among others and ensure that products are prepared and issued on time and to a high standard of quality.
  • Oversees planning, coordination, scheduling, and logistics, often across multiple teams, for press briefings, major conferences and seminars, public or broadcast appearances, and other communications-related activities, with the support of country office staff.

Selection Criteria

  • Master’s degree and minimum five years of professional experience, in a relevant discipline (communication, journalism, economics, finance, business administration, development studies, or international relations).
  • Experience in communicating complex technical concepts in a clear, compelling, and concise manner and developing messages that are accessible to different types of audience.
  • Proven writing, editing, and speaking skills in English and ability to convey complex ideas in a clear, direct, and engaging style for a variety of platforms including digital media. Fluency in Indonesian language is essential.
  • Keen understanding of Indonesia political landscape and different stakeholder groups including civil society, media, and private sector. Familiarity with issues related to Indonesia’s political economy.
  • Capacity to work simultaneously on a variety of issues and tasks independently, adjusting to priorities and achieving results with agreed objectives and deadlines.
  • Demonstrate ability to function as a team player in a multicultural team, within and across teams, and deliver on complex and sometimes parallel tasks on very tight deadlines.
  • Experience in working for a World Bank program in Indonesia would be an advantage.
