Main purpose of job:
The British Embassy Jakarta is managing a £13.5m Mentari (Low Carbon Energy) Programme to support expansion of renewable energy in Indonesia in line with the Government of Indonesia (GoI) target of delivering 23% of power generation from renewable energy by 2025. Mentari is the British Embassy Jakarta’s flagship programme of support for Indonesia’s energy transition and is a close partnership with the Ministry of Energy and Mineral Resources of Indonesia.
The Energy Investment Lead will play a key role in the successful delivery of the programme. The job holder will work closely with the programme delivery partners, Government of Indonesia, and other stakeholders to deliver key objectives as part of the Embassy’s efforts to (i) improve policy and regulation of the renewable energy sector informed by understanding of barriers to investment, (ii) leverage private and public investment to increase access to renewable energy and (iii) boost knowledge and know-how sharing between stakeholders to better understand how to utilise renewable energy.
The Embassy employs a hybrid delivery model for Mentari, led by the Low Carbon Energy and Infrastructure Team (LCEIT). The LCEIT oversee all work undertaken by Mentari, and seek to ensure that the technical foundations provided by Mentari delivery partners are blended with the Embassy and wider UK government’s diplomatic capabilities, to promote a government-to-government partnership between the UK and Indonesia that helps to deliver Indonesia’s renewable energy development and coal phase out ambitions.
The job holder will lead the Embassy’s involvement in the Brokerage Strand. This Strand seeks to broker significant new public and private investment into renewable energy infrastructure in Indonesia, including by providing technical support to renewable energy project developers and assistance for PLN’s diesel replacement and sustainable bond schemes, and work with the finance supply side to encourage wider investment into clean energy. The job holder will work with the Mentari Brokerage team to scope new opportunities and consider projects for Mentari support. They will also help to build connections and networks between Mentari, the British Embassy and project developers and investors, matchmaking projects with available finance. The Energy Investment Lead will also help to ensure that lessons from Brokerage activity, such as information on barriers to renewable energy investment, are being fed into wider Mentari work including the Policy strand, to help promote a cross-programme approach to tackling investment challenges. This will also help inform the work of the multilateral Friends of Indonesia Renewable Energy (FIRE) dialogues, in particular its Regulating for Investment (RfI) dialogue, which brings together public and private energy sector actors to identify and find ways to unlock barriers to renewable energy investment in Indonesia.
Mentari is an adaptive and flexible programme and so applicants should be prepared for the role to evolve over time. The Energy Investment Lead will play an important role in helping to consider and design new strategies and activities under the Brokerage Strand in line with this adaptive programming approach. This includes supporting the creation and delivery of a new Mentari Viability Gap Fund, which can provide targeted finance to approved renewable energy projects.
The Energy Investment Lead will be expected to build close contacts with a wide range of key energy sector stakeholders in Indonesia to deliver these objectives, including the Ministry of Energy and Mineral Resources, Ministry of Finance, PLN, local governments, investors, project developers and suppliers, academia, civil society organisations and other governments and development partners.

Staff: none managed but the job holder will be expected to share expertise in renewable energy investment with colleagues as part of cross-embassy learning activities.
Resources: up to £13.5 million bilateral programme, managed by British Embassy Jakarta. The job-holder will play an important role in co-leading (with external implementers) programme delivery, and in providing strategic direction. They may also manage smaller ad hoc pots of funding to deliver e.g. training and business outreach activities and the British Embassy’s presence at relevant conferences and events.
Working patterns:
39.5 working hours a week from 7:30 am to 4:00 pm Monday to Thursday and 7:30 am to 1:00 pm on Fridays.
Requests for flexible working will be considered.
The jobholder will be required to travel regularly within Indonesia and possibly overseas.

The job-holder will be required to take some specific training courses related to their role. All new staff undertake a workplace induction and there are a number of mandatory e-learning courses covering areas such as diversity, health and safety, and information management.

2. Understanding of how UK international development assistance is managed/implemented;
3. Understanding of HMG economic development programme objectives and effective programme management; and
4. Application of gender priorities to renewable energy projects.
