Job Description

Panagora Group, a woman-owned small business providing novel and integrated solutions in global health and international development, is supporting USAID/Indonesia to implement its new Country Development Cooperation Strategy (CDCS) through a Monitoring, Evaluation, and Learning Platform (MEL-P) Activity. MEL-P provides its services through five components: 1) monitoring support services, 2) designing and conducting performance and impact evaluations, 3) providing research, assessment, and data analysis, 4) providing consulting and advisory services and logistical support services, and 5) initiating collaboration, learning, and adapting activities. Along with enhancing MEL capability, we also promote use of the empirical evidence for programming, learning and adapting as USAID support the Government of Indonesia (GOI).

Responsibilities

Indonesia MEL-P is helping USAID/Indonesia’s Office of Health to recruit a Technical Secretariat Officer to support and facilitate Indonesian Chairmanship for AHMM/SOMHD 2020-2021 in producing its deliverables and maintaining communication effectively.

The Technical Officer will support the Secretariat of SOMHD/AHMM Indonesia. His/her role will be as follow:

Monitor, deposit and maintain electronic mail communication.
Respond (Consultant for Indonesian Chairmanship for ASEAN Health Sectoral Body) SOMHD/AHMM Indonesia electronic mail, under Bureau of International Cooperation (BIC) direction
Draft SOMHD/AHMM Indonesia letter
Manage archives (online and offline)
Provide ASEAN meeting report, hosted by Indonesia in the English language

Deliverables

Mid-Term APHDA-2015 Evaluation.
Review and endorsement of revised APHDA and GIM.
Develop and support adoption of the ASEAN Health Cluster Work Program 2021-2025, which includes promoting resilient health system in response to communicable diseases, emerging infectious diseases, and neglected tropical diseases.
Establishment of the Health Sector Knowledge Management System.
ASEAN Health Sector contribution to the implementation of ASEAN Declaration on Culture of Prevention for a Peaceful, Inclusive, Resilient, Healthy and Harmonious Society (CoP), primarily led by Indonesia (ASEAN Fun Aerobic Dance Competition).
Collectively responding to the challenges in curbing the COVID-19 pandemic, among others led by Indonesia:
The development of Cross Border Contact Tracing and Rapid Outbreak Investigation protocol
The establishment of ASEAN Plus Three Pharmaceutical Industries Network
In addition, the SOMHD/AHMM Chair shall support other specific ASEAN Health Cluster deliverables.

Requirements

Bachelor’s degree, preferable in management, international relations, public health, or social science.
Minimum of 2 years’ experience with international Non-Governmental Organizations, Civil Society Organizations, and experience with ASEAN context would be an advantage
Fluency in both written and spoken English
Familiarity with ASEAN structure, instrument, and procedures.
Strong communication skills in writing (meeting report, summary, organizational/office letter) and orally (meeting, presentation), including in using social media and familiarity with video conferencing.
Proactive and can-do attitude; Strong capability to work in a team.
Excellent organizational skills (ability to prioritize tasks, meet deadlines under pressure and manage competing responsibilities.
Management and secretarial experiences are preferred.
