Project Overview

Pluto Train is the expansion of a second LNG train at the existing Pluto LNG onshore facility. Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~ 225 Terajoules per day. On 1 January 2022, Woodside issued Full Notice to Proceed (FNTP) to Bechtel (Western Australia) Pty Ltd and Bechtel International, Inc (Bechtel) for the Pluto Train 2 Project Engineering, Procurement and Construction (EPC) scope of work. Woodside is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source.

51 modules for the Train 2 gas processing train will be constructed at a Module Fabrication Yard located in Batam Island, Indonesia.


Position Overview

The Security Manager provides overall direction, coordination, and guidance for the security programs at the Pluto 2 Project Module Yard and associated facilities in Batam, Indonesia. Directs the development and implementation of security criteria, programs and procedures; provides functional guidance and direction to assigned security personnel and contractors; and monitors security activities and the performance of security services within the Pluto 2 Project operational environment within which Bechtel will conduct work.

What you bring

  • Provides overall direction, coordination, and guidance for the security programs at the Pluto Train 2 Module Yard.
  • Directs the identification, development, implementation and maintenance of security strategies and programs to respond to security conditions and incidents, and mitigate risk of personal, physical, reputational or financial harm to Bechtel, Bechtel assets, employees, and dependents, whilst ensuring compliance with legal and host government regulatory requirements and meeting corporate and customer needs.
  • Applies specialized knowledge and expertise in maintenance of policies for the safeguarding of internal security data, reports and case documentation. Formulating, implementing and maintaining programs, plans, and procedures, appropriate to various threat situations and local conditions in relation to security and crisis management.
  • Develops, plans, organizes & directs the activities of on-site security staff, ensuring their actions conform with local legal and regulatory requirements as well as meeting project, functional and customer needs, including protection of client proprietary information.
  • Formulates specifications for contract security services, assists in evaluating contractor proposals. Supervises and evaluates security activities and the performance of site security services and compliance to contractual agreements.
  • Provides functional guidance and direct assistance in support of assigned areas for the security team and security guard force service.
  • Implements appropriate security awareness and training programs, group specific and project wide.
  • Represents project management on security matters at project status meetings with client representatives and government entities when appropriate.
  • Conducts and manages investigations of acts against Bechtel personnel, property, or other interests, allegations of criminal misconduct and violations of project work rules or any other security incident reported on the project.
  • Develop and manage key performance indicators for security unit personnel and security service provider and ensure audits/inspections are routinely performed, documented, and reviewed.
  • Develops and maintains close relationships with local law enforcement, intelligence and security agencies, peer counterparts, and client counterparts to support the continuous monitoring and analysis of threat-related intelligence and the timely development of threat assessments and mitigation strategies regarding travel safety, project work-site feasibility, incident management, and evacuation coordination for Bechtel employees.
  • Identify, develop, and provide specialized training for security service personnel, as required.
  • Manages and evaluates the performance of assigned personnel and makes recommendations for employee recognition, salaries, bonuses, and awards in consultation with project and functional management.
  • Continually evaluates the effectiveness of jobsite security programs and develops budgetary requirements for security activities and manage the implementation of approved budgets.


About you

  • Formal and specialized training in industrial security, criminal justice, industrial relations, personnel or resource management, or associated disciplines or significant experience in law enforcement, military, intelligence, or public, private or government security organization (preferably with 8+ years of relevant experience or 12+ years of relevant work experience).
  • A bachelor’s or master’s degree (or international equivalent) is preferable but not essential.
  • Extensive knowledge of current physical security principles, procedures, equipment and technology applicable to protection of construction activities, offices, and senior executives in national and international environments.
  • Prior experience in managing security programs, including program planning, budgeting, and personnel administration. Practical experience in an international security environment for a multi-cultural workforce would be advantageous.
  • Proficient in English and highly skilled in verbal and written communications with senior managers, government officials, contractors, and client representatives.
  • Highly proficient in Word and Excel.
