Project Overview and Role:

Background
The Innovation for Indonesia’s School Children (INOVASI) Program is a partnership between the Governments of Australia (GoA) and Indonesia (GoI). INOVASI includes Indonesia’s Ministry of Education and Culture (MoEC), Ministry of Religious Affairs (MoRA), the National Development Planning Ministry (Bappenas), and sub-national partners in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan and East Java. The Program seeks to identify and support changes to education practice, systems and policy which demonstrably accelerate improved student learning outcomes. INOVASI is managed by Palladium on behalf of The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), and formally started on 18 January 2016.

The eight-year program (2016-2023) supports selected government partners (sub-national and national) to identify and understand systemic problems impacting on teaching and learning outcomes in Indonesia and to develop and implement local solutions. The program has three focal areas for investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all. Improved student learning outcomes in basic education provide the foundation for a more skilled Indonesian workforce that will drive economic growth and stability.

Primary Duties and Responsibilities:

Purpose of the Position: The IT Support Consultant can be called upon to provide ad-hoc operational support to the INOVASI IT Team and day-to-day project management to ensure effective and efficient operations. IT Consultant will support IT Officer whose working with project staff, consultant, and vendor providing services to the project. This position will also work closely with, and supported by, Palladium Corporate IT Team. This position will report to IT Officer and if needed to the Operations Manager.

Duties: Under the direction of the IT Officer and Operations Manager, the IT Support Consultant will:

• Help IT Officer in managing server, LAN, phone and backup-infrastructure.
• Support and maintain IT services security including system access, virus protection, software and windows updates, firewall, and remote access system.
• Help to monitor IT services and system using monitoring tools provided to ensure that the services and systems work at an optimum level.
• Maintain operational aspect from disaster recovery plan including effective backup data, system testing, storage and recovery.
• Maintain IT&T documentation set to ensure that this documentation consists of effective and regularly updated documentation.
• Help in maintenance of IT assets by helping to develop simple asset management database compatible with SharePoint; ensuring IT assets are given label and registered in the Project Asset Register; and ensuring that all IT assets movement is recorded in close coordination with Administration Officer, and/or Administration Coordinator.
• Help IT Officer to provide technical support to INOVASI staff for online meeting using Zoom, MS Team, or other platforms which are safe, or other meetings which using hybrid mechanism ie. face-to-face and online.
• Provide IT support to all project offices – including but not limited to computers, printers, scanners, servers, network and conference equipment.
• Help in registering project staff to relevant IT systems.
• Coordinate with IT Officer, helping in managing IT tools/ equipment repairs and replacement including guarantees or insurance claims.
• Help INOVASI team to solve problems or fix their IT system when needed.
• Help IT Officer to monitor INOVASI internal application development and maintenance including PDMS (if any) and SharePoint.
• Provide support outside working hours as required.
• Help other tasks related to IT in accordance with direction from IT Officer and Operations Manager.
  

Required Qualifications:

Qualifications and Experience:
IT Support Consultant shall have the following qualifications and experience:

• Experienced in information management and communication, IT infrastructure program development; implementation and coordination, including web design, database development, system management, internet/ intranet system, and IT training.
• Proactive and quick learner as well as showing capabilities to work in team.
• Fluent in Bahasa Indonesia and English.
• Good interpersonal communication skills.
• Comprehensive understanding over Microsoft Windows Server and Desktop Operation System.
• Extensive knowledge of computer hardware.
• Comprehensive network experience including Routing, NAT, Firewall Access rules, VPN;
• Talent and interest for technical activities/ operation.
• Capable of doing multiple tasks, work under pressure, take initiatives; and acquiring and implementing required technical skills.
• Capability to quickly understand complex problem and finding effective solution.
