Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region (2018-2022) is part of the multi-year EU-UN Spotlight Initiative to Eliminate Violence Against Women and Girls. Safe and Fair (SAF) is implemented by the ILO and UN Women, led by the ILO Regional Office for Asia and the Pacific. Safe and Fair works in close cooperation with governments and social partners to achieve three inter-linking specific objectives: 1) Women migrant workers are better protected by gender-sensitive labor migration governance frameworks; 2) Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality service, and 3) Data, knowledge, and attitudes on the rights and contributions of women migrant workers are improved.
The COVID-19 pandemic crisis has made many countries imposing movement limitation policies including lockdown and large-scale social distancing. This situation affects negatively to Indonesian migrant workers as many have lost their jobs and are forced to return to their home country early. According to the Ministry of Women Empowerment, as of 29 July 2020, there are 34,138 migrant workers returning from abroad with 70% of them are women. Furthermore, in times of the COVID-19 pandemic, women and girls may be at higher risk of violence against women (VAW) and trafficking due to increased tensions in the households. As systems that protect women and girls, including community structures, may weaken or break down, specific measures should be implemented to protect the overall women and girls from the risk of VAW and trafficking with the changing dynamics of risks imposed by COVID-19. Financial insecurity of many migrant families that exacerbated by the pandemic plus multiple burdens faced by women returnees may lead to an increase in tensions and violence in their households and may put women and girls in the vulnerable situations of being trafficked or re-trafficked.
In response to the COVID-19 pandemic and the increase of VAW during this crisis, UN Women through the Safe and Fair Program has been supporting the Ministry of Women Empowerment and Child Protection (MOWECP) to develop the Guideline for the Protection of Women Migrant Workers during COVID-19 and the Protocol for Handling Gender-Based Violence and Trafficking for Women Migrant Workers during COVID-19. The Guideline outlines important elements to protect women, migrant workers, during this pandemic in all cycles of migration. The protocol supports both government and non-government service providers by providing practical guidelines, which will help them to enhance the quality of services for women migrant workers who have experienced violence during the pandemic. This protocol also encompasses the underlying principles in the provision of services for victims of VAW and trafficking, which are highlighted in the 16 Essentials for Quality Multisectoral Service Provision to Women Migrant Workers Subject to Violence.
This year, UN Women in collaboration with MOWECP managed to sensitize government and non-government stakeholders at the national and sub-national level with the Guideline and Protocol. Over 100 participants joined series of webinars in February – March this year to socialize the two documents and engage with speakers from MOWECP, the Ministry of Manpower (MOM), the Ministry of Foreign Affairs (MOFA), the National Agency for the Protection of Indonesian Migrant Workers (BP2MI), migrant CSO as well as women CSO. Some women and migrant CSOs, as well as placement companies, expressed their commitment to adopt the Guideline and Protocol and are keen to implement and incorporate it into their internal guidelines/SOPs. Currently, there are at least five CSOs that plan to update their SOPs.
The objective of the Assignment
The purpose of this consultancy is to support key stakeholders of frontline service providers to strengthen coordination and referral mechanisms for women migrant worker victims of VAW and trafficking. The consultant will support relevant key stakeholders to develop and update their internal SOPs, ensuring they are in line with the MOWECP’s Guideline for the Protection of Women Migrant Workers during COVID-19 and the Protocol for Handling Gender-Based Violence and Trafficking for Women Migrant Workers during COVID-19. She/he is also expected to support the key stakeholders in updating their VAW data collection system, ensuring that women migrant worker’s experiences of VAW and trafficking are captured, in reference to relevant documents and in consultation with the SAF Program RO and SAF National Program Coordinators.
Under the supervision of Head of Program UN Women Indonesia and direct supervision of UN Women National Program Officer EVAW and Migration, the consultant shall undertake the following tasks, but not limited to:

Applications will be evaluated based on a cumulative analysis, as follows:
A two-stage procedure is utilized in evaluating applications, with the evaluation of the technical application completed prior to any price proposal being compared. Only the price proposal of the candidates who pass the minimum technical score of 80% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
