Project Overview and Role:
Since 2000, the Foreign Commonwealth Development Office (FCDO) of the UK Government has supported the Government of Indonesia through the Ministry of Environment and Forestry (MoEF or KLHK) to strengthen governance in the forestry sector through the Multistakeholder Forestry Program (MFP), which has been implemented through the first phase (2000-2007), the second phase (2008-2013) and the third phase (2014-2018). Through an open procurement process, the Palladium International Consortium, in partnership with Systemiq, has been selected to manage the implementation of the Multistakeholder Forestry Program Phase-4 (MFP4). The Directorate of Forest Product Processing and Marketing, the Directorate General of Sustainable Forest Management (DG PHL) of the Ministry of Environment and Forestry (MoEF) has been appointed as the Executing Agency of the MFP4 Program.
The MFP4 program has two main objectives, namely:
A. The growth of sustainable and legal timber production: Ensuring the continued improvement of Indonesian governance in the timber sector through the national timber legality assurance system, SVLK, which supports FLEGT licensing; and
B. Growth in community-based forest enterprises: Catalyze the development of community-based forest enterprises to foster more sustainable use of forests, reduce forest degradation and deforestation, and improve welfare by strengthening forest governance at the site level.
Primary Duties and Responsibilities:
In workstream A, Output 2. An improved, expanded, and trustworthy national system that regulates Indonesia's timber supply is one of the activities developed that is listed in Output 2.1. Support is provided to prioritize the strengthening of the SVLK system, as stipulated in the VPA action plan in an effort to strengthen the integration of information technology systems within the Ministry of Environment and Forestry, especially in the directorates under the Directorate General of Sustainable Forest Management (DG PHL).
Information System Cockpit of the Directorate General of PHL with Business Intelligence and Data Warehouse interoperability will display data and information from the information system that has been built within the Directorate General of PHL including the Licensing Database, RPHJP Information System (SI RPHJP), Forest Product Administration Information System (SIPUHH), Non-Tax State Revenue Information System (SIPNBP), Performance Planning and Reporting Information System (SICAKAP), Industrial Raw Materials Fulfillment Plan Information System (RPBBI Online) and Timber Legality Information System (SILK).
The IS Cockpit of Directorate General of PHL will assist leaders and decision-makers to formulate policies quickly and accurately. With this system, precise, fast, and accurate reporting can be monitored online. For users, especially business actors, it will facilitate business processes related to the Directorate General of PHL because it only requires a single entry for all information systems and self-assessments, while for relevant parties (Working Units within the scope of MoEF, other government agencies such as Statistics Indonesia (BPS), Bappenas, Ministry of Finance, Ministry of Trade, etc.), including the general public, will receive interesting and ready-to-consume data/information presentations. Hence it is significantly correlated in an effort to strengthen the SVLK system that has been implemented both domestically and overseas.
To support the construction of the IS Cockpit of the Directorate General of PHL, MFP4 plans to facilitate the provision of a team of consultants who will develop the system, including the preparation of Business intelligence in the form of server and network, data warehouse preparation, installation of Business intelligence software and development of Cockpit Indicators/Dashboard Performance Management. In addition, the consultant team also provides operational services by placing personnel as site controllers, submitting reports, as well as performing application maintenance and support.
Objectives
Objectives of the Information System Cockpit of the Directorate General of PHL with Business Intelligence and Data Warehouse Interoperability are:
a) To obtain data and information on legal and sustainable forest management in a precise, fast, valid and accurate manner that can be monitored online.
b) To facilitate the Directorate General of PHL in making decisions and policies on legal and sustainable forest management supported by credible data analysis.
c) To provide a mechanism for processing and presenting spatial-based data in the context of monitoring and controlling forest management in a legal and sustainable manner.
d) To support public information disclosure within the scope of the Directorate General of PHL as well as to facilitate communication and coordination with stakeholders in the field, as well as to support the establishment of a conducive forestry business climate.
e) To support the implementation of self-assessment policy through information provisions for early detection of deviation from provisions, both internally (DG PHL) and externally.
Information System Cockpit Activities of the Directorate General of PHL with Business Intelligence and Data Warehouse Interoperability are carried out for 3 months starting from April 1 to June 30, 2022.

Implementing project work for the Information System Cockpit of the Directorate General of PHL with Business intelligence and data warehouse interoperability technology must meet several requirements due to the nature of the work that requires special expertise in the field of Information Technology. The necessary requirements are:
a. Companies that are experienced in their fields
Having experience in developing similar applications in Ministries/State Agencies and other institutions.
b. Certification
Having certification in the field of System Security as evidenced by the possession of an ISO 27001:2013 certificate on Information Security Management System. Become a service provider's added value if possessing ISO 9001:2015 Certification on Quality Management System.
