Project Overview
MENTARI (Menuju Transisi Energi Rendah Karbon) is an ambitious four-year programme that formally started on 6th January 2020. The programmeme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. Led by the British Embassy Jakarta, MENTARI is implemented by Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts.
Primary Duties and Responsibilities:
MENTARI is seeking to engage an individual in the role of Programme Manager who will support the overall project management and operations of MENTARI. Under the direction of the Team Leader, the Programme Manager will cover responsibilities such as:
Project Management
1.Serve as part of a leadership team to track activities, staff, and subcontractors.
2.Setup, manage, and update the Programme’s Management Manual regularly.
3.Supervise the work delivered under the Finance, Administration, Procurement, and Contracts function daily, including but not limited to:
i.Travel management.
ii.Monthly financial process including forecasting, payments, and reporting;
iii.External audit.
iv.Procurement and management of suppliers and subcontractors; and
v.Contracts management.
4.Manage and support the development of the Annual Workplan and monitor overall progress activities and expenditure on a regular basis.
5.Support each Strand Lead with the review and finalization of Terms of Reference and budget for each activity under the Workplan.
6.Manage recruitment and hiring of Key Personnel and Consultants, including due diligence and salary negotiations, and ensure proper approval is received from the Client.
7.Responsible for Value for Money assessment, together with the MREL manager, and reporting on an annual basis.
8.Responsible for financial section of Quarterly and Annual reports, BAST (Berita Acarah Serah Terima) and KAK (Kerangka Acuan Kerja) to government counterparts.
9.Actively manage risk, together with the team leader and consortium partners, within the project in relation to project activities.
10.Support the management of external audits and ensure accurate record retention with subcontractors and other stakeholders when required.
Client Management
1.Process items that require the Client’s approval including activity, travel, and personnel, and make sure all approvals are archived.
2.Manage monthly forecast and invoicing to Clients following the agreed schedule.
3.Responsible to keep track of any contractual changes and deliver a Contract Amendment to the Head Contract with the Client;
4.Lead any Risk and/or Security issues and escalate accordingly to the management and Client;
5.Ensure sufficient approval is received from the Client for any change from existing SOPs and FCDO regulations.
Corporate Management
1.Review and be accountable for the accruals process for the end of the month period;
2.Review and be accountable for the forecasting on a monthly basis and providing feedback;
3.Responsible for preparing the Internal Project Reviews and project registry on a monthly/quarterly/annual basis;
4.Monitor expenditure against approved activity budgets; report on a monthly basis the status of activity expenditure and forecast.
Consortium Management
1.Responsible for managing contractual arrangements and changes for each consortium partner;
2.Coordinate financial updates and submission from each consortium partner; and
3.Responsible to ensure partners are following the agreed SOPs and the Client’s regulation.
Required Qualifications: The Programme Manager is required to possess the following qualifications and experience:
Education:
At a minimum, a first-level university degree (B.Sc./B.A) from a reputable university with relevant 8 years of experience is required; and;
Additional relevant postgraduate courses in Development Management, or International Development-related fields, or Energy will be a strong asset.
Qualifications:
Experience working with international donor-funded projects, experience with FCDO will be an asset.
Strong knowledge and practical experience in project management methodologies and techniques.
Experience in leading procurement, contracting, budgeting and compliance requirements for development projects.
Financial acumen and the ability to interpret and analyse financial reports.
Sound problem solving and decision-making skills.
Strong management skills with the ability to mentor, coach, lead, develop and evaluate staff; and
Ability to work independently and as part of a team.
Excellent verbal and written communication skills and the ability to communicate with a wide range of stakeholders from diverse backgrounds
Fluent in English and Bahasa Indonesia, both for oral communications and writing.
Excellent computer skills (including experience working with MS Excel, Word, Outlook, and power point).
