THE ASEAN SECRETARIAT INVITES INDONESIAN NATIONALS TO APPLY FOR THE
FOLLOWING VACANCY
PROJECT ASSISTANT FOR ASEAN TALK
Background
The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose
of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership
and thereby contribute towards peace, progress, and prosperity in the region. It was
proclaimed a Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging
Ahead Together”, signed by the ASEAN Leaders during their 27th Summit in November 2015,
calling the ASEAN Community to work towards building a community that is politically
cohesive, economically integrated and socially responsible.
The ASEAN Secretariat was established in 1976 by the Foreign Ministers of ASEAN, with the
basic function of providing greater efficiency in the coordination of ASEAN organs and for
more effective implementation of ASEAN projects and activities and envisioned to be the
nerve center of a strong and confident ASEAN Community.
In order to create a conducive environment for youth figures to voice their ideas and
experiences and raise awareness on ASEAN Community and ASEAN-China relations, ASEAN
Secretariat through the endorsement of ASEAN Senior Officials Meeting on Youth (SOMY)
under the ASEAN Socio-Cultural Community (ASCC), established the “ASEAN Talk” project.
ASEAN Talk aims to: (i) promote and raise ASEAN mindshare and awareness especially among
the student community and digital natives including the youth, with a view towards fostering
ASEAN identity; (ii) make use of the power of ideas and intellectual capital to inspire
transformative changes in the mindset and attitude of ASEAN youth, government officials and
general public; and (iii) build a creative community of inquisitive and informed youths and
adults with a keen appreciation of ASEAN developments and innovative ideas to embrace the
emerging challenges and opportunities.
The ASEAN Talk will comprise of twelve (12) virtual TED Talk-like sessions and workshops for
publishing in AMS and China, as well as across social media platforms. ASEAN Talk will inform
the youth, including students and young professionals, as well as ASEAN officials, regarding
frontier developments and emerging trends that policy makers could take note of and
enhance their understanding, particularly the five (5) domains of ASEAN Youth Development
Index (YDI). In this regard, ASEAN Secretariat is inviting qualified Indonesian citizens or ASEAN
Nationals who are currently residing and recruited in Indonesia to apply for the position of
Project Assistant for ASEAN Talk.
Duties and Responsibilities:
This position is a project staff under the Human Development Directorate of the ASCC
Department. Reporting to the Head of Education, Youth and Sports Division, the project
assistant will be in charge of any technical, administrative, and financial-related duties for the
production, publishing and dissemination of ASEAN Talk in coordination with all project
stakeholders.
The Project Assistant will be responsible for the following deliverables:
1. Administrative arrangements:
a. Develop, review and finalise the list of speakers for the 12 videos of ASEAN Talk;
b. Facilitate meetings and communications with project stakeholders; and
c. Manage the budget utilisation and ensure the accountability of financial reports.
2. Project operationalisation:
a. Secure the availability identified speakers, manage the recording schedule
arrangements, as well as video production and subtitling;
b. In coordination with Education, Youth and Sports Division’s outsourced graphic
designer, manage the standardisation and production of visual designs for ASEAN
Talk;
c. Coordinate with stakeholders on the organising of related virtual event, such as the
virtual launch of ASEAN Talk and other related events; and
d. Report to the Education, Youth and Sports Division of ASEAN Secretariat, Mission of
China to ASEAN, and ASEAN Member States, including the development of Project
Completion Report (PCR), Annual Progress Report, and Project Financial Report
(PFR).
3. Knowledge management:
a. Compile and collect information related to the Project Monitoring and Evaluation
(M&E), meeting documentation/archiving, and progress reporting;
b. Manage the dissemination of information on ASEAN Talk to local, national, regional
and global levels through media releases and social media coverage in coordination
with relevant stakeholders, including the Community Relations Division of ASEAN
Secretariat and the Jakarta Channel of ASEAN-China Dialogue Relations; and
c. Ensure accurate and timely dissemination of updates on issues relevant to ASEAN
Talk among ASEAN Member States.

Remuneration and Benefits:
This position is recruited for a 12-month contract. The successful candidate will be offered a
monthly lump sum remuneration of maximum USD 1,350 covering salary, medical health,
transport allowance, retroactive of 13th month salary and gratuity.
