Organizational Setting

The Government of Indonesia Ministry of Environment and Forestry (MoEF) has asked for FAO technical support to enhance Indonesian capacity on National Forest Inventory and Monitoring systems (NFMS) needed to implement and better report on climate change including REDD+ and other improvements to forest data for management. This project will develop and undertake activities and require detailed technical forestry knowledge and the ability to coordinate with the MoEF staff in Bahasa Indonesia to plan and implement the work. The project will be managed through the FAO office in Jakarta with technical support from FAO technical staff from the Forestry Department in Rome and other organizations where appropriate and with guidance from the Project Steering Committee. The National Consultant will work with other project personnel to provide technical support on satellite image and other remote sensing data processing, analysis, reporting and training to deliver project activities.

Reporting Lines:

Under the overall managerial administrative leadership of the FAO Representative in Indonesia, direct supervision of the National Project Manager (NPM) with technical advice from the Chief Technical Advisor (CTA), the technical backstopping of the Forestry Department and FAO forestry experts, the Remote sensing and GIS spatial data expert will provide technical assistance and support to MoEF DG- Forestry Planning and Environmental Governance (DG-PKTL), IPDSH in the areas of capacity building, institutional strengthening in remote sensing processing, spatial data analysis and reporting on forest and climate related datasets.

Technical Focus

Provision of technical advice or expertise in remote sensing and GIS. The consultant will compile and carry out analysis on GIS and remote sensing data, with the expected outcomes including identification of capacity building needs, a report detailing institutional strengthening in remote sensing and spatial data analysis, including the system, tools, capacity needs, and design and deliver capacity development activities in GIS and remote sensing data analysis.

Tasks and responsibilities

• Prepare an inception report which summarises current spatial data systems of MoEF and advise on initial views on opportunities for improvement that are possible for the project and draft a workplan.
• Conduct analyses of accuracy, gaps in remote sensing/spatial data, systems, tools and identify capacity needs.
• Prepare a work plan with prioritization of actions for review by the project and MoEF staff.
• Assist analysis of spatial data information needs for Indonesia for transparent, accurate, consistent, complete and comparable forest estimates, in line with the Intergovernmental Panel on Climate Change (IPCC) guidelines.
• In co-operation with international experts and national agencies, plan and compile relevant remote sensing, and spatial data aiming to fill in gaps in information to meet the reporting requirements of IPCC.
• Compile relevant datasets into spatial systems to be used to support the project and analyse and validate the collected data in coordination with NPM, CTA and National Forest Inventory and Carbon Assessment Consultant.
• Support the analysis of spatial data with forest inventory plot data following agreed workplan for producing results and statistical calculations and store products and results in an easily retrievable and viewable format.
• Assist in supporting the efforts of DG-PKTL to define information needs and harmonise land use classification.
• Assist DGP to purchase, install and use equipment and supplies (incl. satellite imagery if needed) for the project.
• Assist national counterparts to develop improved methods for producing spatial data, land use change maps to generate estimates for project objectives including forest monitoring, FREL, REDD+ results based payments.
• Produce analysed spatial data products and statistics and contribute to relevant sections of reports for submission to the Government and to FAO and the donor.
• Provide training and documentation to ensure that the DGP counterpart personnel fully understands all the work processes related to extracting, sorting, processing and analysing the collected data so that future repetitions will be possible with the DGP’s own capacity after the end of the project.
• Support the selection and acquisition of spatial data for activity data to be combined with emission factors.
• Support analyses on map accuracy assessment methods and produce results using various tools including FAO Collect-Earth and SEPAL and other government systems as required.
• Develop manuals for spatial data processing and analysis for national and international statistics and reporting.
• Assist DG-PKTL in capacity building, institutional strengthening, and spatial data processing and analysis.
• Provide training to national teams in spatial data processing and analysis jointly with the Web-database expert.
• Report any technical problems related to the data and systems to the NPM and CTA.
• Describe all the work performed in a terminal report at least one month before the end of the contract.
• Assist in any other tasks under the project at the instruction of the FAOR, the CTA and the NPM.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in remote sensing, GIS or natural resources spatial data processing.
• The consultant should have a strong background in applying spatial data to Forestry, Biology, or Natural Sciences, statistical analysis, and be familiar with database applications (such as MS Access or equivalent), relevant computer coding skills (e.g. R programming, Java, JavaScript, Python, C++ etc.) at an advanced level. Good knowledge of national methods and indicators and data used for land cover change, forest and land degradation monitoring. Good knowledge of open-source and cloud-computing processing is desirable and especially Google Earth Engine, FAO SEPAL and OpenFORIS tools an advantage.
• At least 5 years of relevant working experience is required and longer is preferable.
• Working knowledge of English and Bahasa Indonesia.
• Nationality of Indonesia.
