Background

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting

regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute

towards peace, progress and prosperity in the region. It was proclaimed a Community through the “Kuala

Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their

27th Summit in November 2015, calling the ASEAN Community to work towards building a community that

is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of ASEAN, with the basic function

of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation

of ASEAN projects and activities, and envisioned to be the nerve center of a strong and confident ASEAN

Community.

In alignment with the Kuala Lumpur Declaration on ASEAN 2025, and key aspirations of the three pillars;

ASEAN Political Security Community (APSC), ASEAN Economic Community (AEC) and ASEAN Socio-

Cultural Community (ASCC), supported by the Department of Community and Corporate Affairs (CCA),

the ASEAN Secretariat is inviting qualified Indonesian citizens or ASEAN Nationals who are currently

residing and recruited in Indonesia to apply for the position of Statistics Officer.



Duties and Responsibilities:

Reporting to the Assistant Director/Head and Senior Officer of Statistics Division, ASEAN Economic

Community Department, the Officer shall largely be responsible to:

1. Provide technical inputs in planning, implementation, coordination and monitoring, of ASEAN
statistical cooperation.

  • Provide inputs and assist in the preparation of meeting agenda, materials, and reports/minutes of
the ASEAN statistical Meetings, particularly meetings of ASEAN Community Statistical System
(ACSS) Committee, ACSS Sub-Committee on Planning and Coordination (SCPC) and Working
Group on Data Sharing, Analysis, Dissemination and Communication (WGDSA), and provide other
secretariat, facilitation, and technical services;
  • Assist in the coordination with designated focal points at the national level, international statistical
organizations, dialogue and development partners on regional statistical cooperation activities;
  • Gather inputs for and assist in the preparation of concept//information/ issue papers for relevant
ASEAN bodies, including the Senior Economic Officials Meeting (SEOM);
  • Assist in coordinating with designated focal points of international statistical organizations and
donor facilities on statistical cooperation activities;
  • Provide inputs in the preparation of project proposals/papers for technical assistance as may be
needed in the implementation of statistical cooperation/development programs/projects.

2. Assist in the development/maintenance/updating of regional statistical databases and
websites; and data processing and validation for use in the ASEAN statistical databases.

  • Develop and maintain ASEANstats websites and databases with its necessary features
  • Develop or modify website pages and database to meet the latest requirements;
  • Enhance the current websites to ensure the websites adopt latest technology;
  • Conduct regular assessment of ASEANstats databases to monitor the performance and
availability of spaces;
  • Coordinate and carry out periodic content update of ASEANstats website and database;
  • Manage the ASEANstats website and monitor the utilisation, issues and feedbacks of ASEANStats
website;
  • Assist in the data release of all statistical indicators managed by ASEANstats;
  • Assist and provide ASEANstats staffs with necessary knowledge on the utilisation and basic
maintenance of current/new software/applications, websites and databases;
  • Coordinate closely with IT Division and other relevant Divisions at the ASEAN Secretariat to ensure
effective dissemination and management of ASEAN statistics database.

3. Work on the production and dissemination of regional statistical indicators in support of
planning and monitoring of progress of ASEAN Community.

  • Coordinate with the national focal points in the collection, and compilation of data and metadata of
relevant regional statistics;
  • Carry out the data pre-processing and validation to ensure data quality and consistency;
  • Assist in the regular statistics updates on specific statistical areas for dissemination through the
ASEANStats website, statistical publications, and other information materials;



  • Facilitate users in accessing information from ASEANstats publications/reports and databases;
  • Provide support to AIMD and other relevant directorates/divisions in collating relevant statistical
indicators on integration monitoring and reporting;
  • Attend to data requests from the ASEAN Secretariat, ASEAN Member States, and other
stakeholders, and provide other statistical services.

4. Follow/implement relevant ISO quality procedures and other administrative procedures

  • Provide inputs and assist in the planning, implementation, and monitoring of ASEANstats’ work
plan and activities;
  • Implement and document ISO quality procedures and other administrative procedures.

5. Perform other tasks as may be assigned by the Head of ASEANstats and higher officials.

Qualifications and Experience:

  • Advanced university degree (Master’s or equivalent degree) in Statistics, IT or an appropriate related

field or discipline; Bachelor’s degree with a minimum of two (2) years relevant work experience in

statistical data compilation, analysis, statistical database development/maintenance, or research

and development, with substantial experience in the compilation/analysis of official statistics.

  • Competency in use of programming language such as C#, PHP and Java;
  • Strong Experience in user interface development (HTML5, CSS, or javascript) and managing

databases in SQL server, MySQL or Oracle;

  • Experience in developing and managing websites and applications;
  • Experience in publishing application and managing resources in cloud platform;
  • Experience in content management software such as Wordpress;
  • Experience in data visualization tools such as Power BI or Tableau;
  • Competency in use of MS word and MS Excel and working knowledge of SAS/SPSS, Microsoft

Access, STATA, or similar software;

  • Good analytical and research skills;
  • Ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure

and adherence to deadlines;

  • Ability to work independently and as a part of team, as well as complete work in timely manner;
  • Very good oral and written communication skills and strong interpersonal skills, including experience

in cross-cultural environment and international settings;

  • Proven skills in problem solving in a complex organisational environment and in work planning;
  • Strong report writing and coordination;
  • Excellent command of English, written and spoken; and
  • Ability to travel.



Remuneration and Benefits:

Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package

including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life

insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the

probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month

probationary period.
