Context:
Since the inception of IOM, Movement Operations & Assisted Voluntary Return and
Reintegration (AVRR) have been and continue to be a fundamental pillar of the Organization’s
work. The organized movement of persons in need of international migration assistance is a
primary mandate of the Organization and a cornerstone of IOM’s operations. Movement
Operations and AVRR are responsible for all aspects of travel for migrants and refugees under
IOM’s auspices, in accordance with the various framework agreements with resettlement and
receiving Governments and partners across the spectrum of the Organization's programmes.
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM
Country Office (CO) in the world working on a wide range of activities in partnership with the
Government of Indonesia, civil society, private sector actors, migrants and communities. IOM
Indonesia is engaged in several thematic areas, including: Counter Trafficking and Labour
Migration (CT/LM), Disasters, Climate and Resilience (DCR), Immigration and Border
Management (IBM), Migrant Assistance, Migration Health, and Resettlement and Voluntary
Returns.
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of Deputy
Chief of Mission (DCoM) and the technical supervision of the Head of Operation in Asia, the
Programme Officer (Movement Operations & AVRR) is responsible for supervising assisted
voluntary return and resettlement programme activities, including movement operations in
Indonesia CO.
Core Functions / Responsibilities:
1. Supervise the implementation of assisted voluntary return, resettlement and reintegration
projects at IOM Indonesia, including monitoring its administrative and technical aspects, in
compliance with IOM policies and standard, as well as donor requirements.
2. Maintain coordination at technical level with AVRR and Resettlement national stakeholders
(i.e. Government Authorities, NGOs, Country of Origin Representations, Migrants).
3. Provide technical inputs to support the development and implementation of an information
strategy that reaches populations who may require relevant information about their options
related to AVRR.
4. Coordinate and contribute to the development of specific Operational procedures for AVRR in
Indonesia and in close coordination with Country of Origin, facilitate the establishment of sound
and reasonable reintegration plans prior to departure for sustainable return.
5. Supervise and train, and facilitate ongoing counselling and guidance to staff, and implement a
sound case management system in compliance with IOM standards.
6. Enter case data into IOM databases and ensure proper filing in accordance with IOM Data
Protection Principles.
7. Coordinate monitoring and evaluation activities for reintegration. Implement quality assurance
procedures for movement operations, ensuring checks are being regularly undertaken by staff
members and checking that incident reports are being submitted and responded to in an
efficient manner. Compile and generate quality internal and external statistics and reports on
both reintegration and movement operations activities.
8. Supervise the efficient and effective management of airport services for arriving and departing
individuals in Indonesia, including in relation to documentation, luggage, escorts and special
services. Ensure staff deliver the highest quality service, interact appropriately with airport and
government officials and help in handling urgent issues as they occur. Monitor the work
schedule, validate hours and assist in processing relevant financial paperwork in close
coordination with the IOM finance department.
9. Monitor staff as they assist individuals at transit centers or third-party facilities. Monitor the
weekly shift schedule so that coverage is adequate to maintain a professional, safe, secure and
clean environment; recommend ways to address issues as they arise and to improve services.
For third party facilities, regularly conduct checks to ensure accommodation is up to IOM
standards, including coordinating the transit center vehicles and related schedules, staff and
paperwork, if relevant.
10. Ensure interpretation services are coordinated for individuals at the airport, in transit centers,
camps, consolidation points and third-party facilities or during transport by air, ground or water.
Supervise pre-departure counselling on pre-embarkation procedures and special needs, such
as meals, medication, wheelchairs and medical conditions.
11. Supervise the handling of at-risk and sensitive cases in accordance with IOM’s policies,
procedure and guidance in the Movement Management Manual (MMM), including assistance for
unaccompanied refugee minors (URMs). Coordinate training for staff members on working with
at-risk and sensitive cases and facilitate the mainstreaming of Prevention of Sexual Exploitation
and Abuse (PSEA) by organizing the provision of awareness and training sessions for staff and
service-providers.
12. Utilize relevant Movement Operations SOPs and Movements-related systems and
databases (including iGATOR, MiMOSA, SAR and Amadeus), and remain professional,
impartial and unbiased during all interactions with migrants and colleagues per the IOM Code of
Conduct and instruction on the PSEA. Maintain and ensure the confidentiality and integrity of all
relevant paperwork in line with standards of conduct and data protection rules. Alert supervisor
or management of any non-compliance to SOPs or codes of conduct by IOM staff members or
partners.
13. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
or Business Administration or a related field from an accredited academic institution with two
years of relevant professional experience; or

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Fluency in Bahasa Indonesia
is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
