Project Description
Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities.
The EpiC team’s approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.
The EpiC approaches includes:
Attain and maintain HIV epidemic control among at-risk adult men, women, and priority populations
Attain and maintain HIV epidemic control among key populations
Improve program management, health information systems, HRH and HIV financing solutions to attain and maintain epidemic control
Support the transition of direct funding and implementation to capable local partners to meet PEPFAR’s goal of providing 70 percent of its funding to local partners by 2020
Job Summary
Under the guidance of the EPIC Deputy Director, Technical and the Chief of Party, the Knowledge Management and Communications Specialist will collaborate with project technical staff to develop and implement EPIC (and other related projects) plans, with a particular focus on ensuring adequate dissemination and demonstrable use of programmatic data for project promotions, lessons learned, advocacy and research utilization.
Accountabilities:
Develops, prepares and/or oversees development of innovative, evidence-based EPIC’ learning products and communications (e.g., web content, research summaries, case studies, learning briefs, presentations, infographics, inventories, project blurbs), in compliance with USAID marking and branding guidelines
Serves as the liaison with internal and external partners on all matters related to project communications.
Ensures strong knowledge management within the project, organizing and managing information/deliverables produced by teams and by projects, which is compiled into a communications inventory updated on a quarterly basis.
Leads development and implementation of EPIC’ knowledge management utilization strategies, in collaboration with technical teams and project leadership. Strategies include ongoing stakeholder engagement, knowledge exchange, communications, and policy advocacy.
Perform other relevant duties as assigned.
Qualifications:
Bachelor’s degree or its International Equivalent in the areas of knowledge management, data visualization, health communications, behavioral/life/social sciences or a related field. Master degree would be an advantage.
Minimum 8 years of experience, with at least 3 years focused on communications and/or knowledge management, ideally in health communications.
Proficiency in data visualization software and other technology required.
Articulate, professional and able to communicate in a clear, positive fashion with clients and staff.
Must be a fluent communicator (written and oral) in English and in Bahasa Indonesia (IELTS, TOEFL or other scores accepted as available)
Extensive experience working with ministries of health, private organization, civil society, NGOs, donors and other partners in using project-based evidence to inform policy, program and/or practice development or improvement.
Familiarity with USAID’s branding and marking guidelines and communications activities.
Minimum Requirement Standard
Comprehensive knowledge of theories, concepts, and practices with knowledge management/communications methodology, implementation, analysis, and reporting.
Excellent oral and written communication skills.

Excellent and demonstrated project management skills.
Ability to influence and collaborate with others.
