Main purpose of job:
Sustainable infrastructure investment is a priority for the Government of Indonesia and a major requirement to support inclusive economic development and recovery from Covid-19. The British Embassy Jakarta supports infrastructure planning and investment through its programmes and diplomatic engagement – this includes the flagship Mentari UK-Indonesia Low Carbon Energy Programme, which works with the Ministry of Energy and Mineral Resources to assist with Indonesia’s energy transition and scale up of renewables, and the Future Cities programme, which works with the National Development Planning Agency (Bappenas) and Ministry of Transport to support sustainable urban development and low carbon transport planning and implementation. The UK’s Global Infrastructure Programme has also supported Bappenas to develop capacity to prepare and deliver infrastructure projects and programmes.
The UK is looking to review and expand its engagement with Indonesia on infrastructure issues, including as part of the Build Back Better World (B3W) initiative, which looks to foster international partnerships in support of sustainable infrastructure investment in Indonesia and beyond.
The job holder will support the scoping of new activities to promote the development and adoption of sustainable infrastructure practices, drawing on Indonesia, UK and international experience and ability to identify, assess and configure funding for national and sub-national infrastructure provision. These activities will build on the prior work of the Global Infrastructure Programme, and complement the ongoing activities of the Mentari and Future Cities programme, in line with B3W partnership objectives. These new activities may also include the development of a new pilot B3W ‘country platform’ to coordinate and deliver international technical and financial assistance for infrastructure investment in Indonesia.
Responsibilities will include the design and management of activities in the areas of infrastructure planning, financing, delivery and project preparation, working with local, UK and international public, private and multilateral partners including the UK government’s centre of expertise for infrastructure and major projects, the Infrastructure and Projects Authority and UK infrastructure funding bodies. Activities include training, knowledge exchange partnerships and technical assistance and furthering the adoption of the UK best practice Five Case Model for infrastructure project preparation within Indonesia, building on the previous multi-year Global Infrastructure Programme.
The job holder will work with Embassy and delivery partner leads under the Mentari programme to progress support for infrastructure development in the energy sector. The role will also work with colleagues in the British Embassy, and in other UK government missions in Jakarta and the Southeast Asia region, to scope other potential activities in other sectors including cities and transport.
This role is within the British Embassy Jakarta’s Low Carbon Energy and Infrastructure Team (LCEIT), which leads embassy work on sustainable and low carbon energy and non-energy infrastructure and green finance. LCEIT is part of the Embassy Low Carbon Development Group, which leads on all Embassy work on sustainable development and climate change issues. The job holder will ideally bring knowledge and contacts in the Indonesia infrastructure sector, and experience in and a passion for the development of sustainable low carbon practices in infrastructure development in support of the Sustainable Development Goals and global climate change agreements. The role will involve some programme design and management.

Resources: potential future management of programme resources. The job-holder will play an important role in co-leading (with external implementers) programme delivery, and in providing strategic direction.
Working patterns:
39.5 working hours a week from 7:30 am to 4:00 pm Monday to Thursday and 7:30 am to 1:00 pm on Fridays.
Requests for flexible working will be considered.
The jobholder will be required to travel regularly within Indonesia and possibly overseas.

The job-holder will be required to take some specific training courses related to their role. All new staff undertake a workplace induction and there are a number of mandatory e-learning courses covering areas such as diversity, health and safety, and information management.
The job-holder will gain:

2. Understanding of how UK international development assistance is managed/implemented;
3. Understanding of HMG economic development programme objectives and effective programme management; and
4. Application of gender priorities to renewable energy projects.
