This position is the Construction Safety Superintendent of Gasification Project which is executed by Gasification Project Execution. The incumbent is responsible for management of construction safety in a designated area and phase of the construction till hand over to commissioning team for large-scale CTL (Coal to Liquide) projects.
II. NATURE AND SCOPE
The incumbent is expected to be expert on construction safety management, ensure the site construction be safe. Provide excellent and safest construction service to project execution.

IV.. PRINCIPAL ACCOUNTABILITIES
This position is accountable for the following:
In the designated area, responsible for the FULL implementation of the EH&S Plan and provide feedback to the Site EH&S Manager / Area Construction Manager. In the absence of Site EH&S Manager, the position will be responsible as EH&S Manager’s back-to-back
Particularly manage specified contractors’ daily construction safety activity, be able to issue warning letter.
Ensure construction contractors follow all regulations and rules of National and local government and Air Products specification and standards during construction.
Identifies HSSE (local) regulatory requirement and HSSE local environment issues to enable team to commence development of HSSE outline and then identifies HSSE resources and training program
Develops construction site specific safety training and audit plan as needed.
Monitor any third party or vendor site representative’s site safety activities.
Organize the establishment Site Safety Committee and actively participate in the committee’s roles
Review and comment on risk assessments and Method Statements for all work activities at Site, to ensure accuracy and validity of the same
Support the implementation of the Project Emergency Response Plan and approve Rescue Plans within accountable area
Complete HAZID and safety reviews for work activities in accountable area
Coordinate a Program of inspections and audits in accountable area
Lead incident investigations and complete incident reports in accountable area
Ensures the ratio of safety supervisor, safety staffs and paramedic staffs (doctor and nurse) to all construction workforce are in accordance with EH&S plan and requirements
Ensures all labor passed the MCU and received required induction and mandatory safety trainings before they are working at site
Ensure safety equipment is regularly inspected, fully operational and color coded.
Support the implementation of a robust Control of Work program
Monitor adherence to the LOTO work process, specifically that the LOTO is adequate and installed correctly
Ensuring HSE information/expertise is provided to the site team when solicited to ensure compliance to Air Products standards and local laws
Actively participating in and leading safety promotion events, campaigns, competitions, established programs
Providing leadership to ensure prompt prioritization and coordination of all unforeseen issues at the site, escalating to the Air Products Site EH&S Manager / Area Construction Manager as required
Monitor and ensure contractor's compliance to Air Products Safety Standards.
Report to site EH&S Manager and Area Construction Manager of any potential safety issue and unsafe conditions throughout the Construction phase
Report and conduct investigation on any safety incident if any on time in professional way
Preparing Meeting Minutes and inspection reports as assigned tasks
Review the safety plan with the contractors and provide coaching where required to support full implementation
Ensures construction waste management plan are implemented and leads and encourages the project team to be an environment champion
Review and maintain contractor’s daily report and weekly reports.
Submit on time all necessary audit and reports to the Air Products site managing team.
Keep an organized filing system in the field office.
Ensure compliance with specifications, site conditions of existing plants, job safety analysis (JSA), safety work permits, and national health and safety requirements.
Attend a weekly on-site construction safety meeting with the assigned contractors and their subcontractors as required.
Field safety status photographs are to be taken throughout the process of construction.
V. MINIMUM REQUIREMENTS AND QUALIFICATIONS
Incumbent is expected to have Bachelor’s degree of Engineering or equivalent
Holding valid K3-Umum (K3-General), and K3-Konstruksi (K3-Construction) certification.
Possess full membership of IOSH / ASSP (CSP)
Internationally recognized NEBOSH Diploma or equivalent is an advantage.
~15 years working experience in construction safety management, with minimum 5 years working experience with international company or 1st tier Indonesian national companies.
Minimum 5 years experiences in Oil and Gas, or Petrochemical sector.
Experience in site safety management, minimum as Superintendent on site, in large scale construction projects with >3000 site POB. Experience in managing a team consist of >10 direct subordinates.
Familiar with whole process of construction safety and EH&S related documents. Have the hands-on experiences in developing Safety Management Plan in construction site.
