UNDP Indonesia has a complex and challenging Country Programme covering a wide range of environment related issues, including climate change mitigation and adaptation, environmental governance and natural resource management, pollution, protecting biodiversity, renewable energies and waste management. The Programme also pursues linkages with other projects and programmes addressing issues such as disaster risk reduction, poverty eradication and inequalities under the framework of Sustainable Development Goals.

The Environment Portfolio is growing with an increasingly diversified partnership base and a strong emphasis on innovation. New issues and emerging practices as those related to carbon market policy instruments, technology transfer and blended financing for environmental protection and sustainable energy work would need to be effectively integrated into the UNDP’s environment portfolio. Under the guidance and direct supervision of the UNDP Deputy Resident Representative, the Head of Environment Unit leads the Country Office strategy and programmes in that area. S/he is responsible for generating demand for UNDP services, including in new areas and for securing the steady growth of financial resources in the portfolio. S/he forges strong partnerships with a wide range of national and international stakeholders at senior level and contributes to building UNDP strong positioning in the country.

The Head of Environment Unit provides leadership and guidance to the team in building a result-focused and effective programme, developing a dynamic portfolio of projects and pipeline initiatives, identifying funding opportunities, and engaging with central and local governments, donors, the private sector and civil society. His / her job is also to coach and mentor the members of Environment Unit team and provide technical guidance on programme management and implementation ensuring the unit and project delivery targets are achieved with good quality, and effectively communicating the results to key stakeholders.

The Head of the Environment Unit is a member of the Country Office management team and in that capacity, s/he contributes to the efficient functioning of the Office and the fostering of synergies across Units.

DUTIES AND RESPONSIBILITIES

1. As a member of the Country Office (CO) management team, ensures the strategic direction of UNDP programme focusing on achievement of the following results:

Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of United Nations Sustainable Development Cooperation Framework (UNSDCF), Country Common Analysis (CCA), Country Programme Document (CPD) and Annual Work Plan (AWP) and other documents.

Identification of strategic programme areas of cooperation.

Operationalization of UNSDCF, CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming.

Analysis and presentation of UNDP policies and their implementation in the CO.

CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.

2. Ensures effective management of the CO programme and supervision of the Programme team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:

Effective application of Result Based Management (RBM) tools, establishment of management targets (balance score card) and monitoring achievement of results.

Design and formulation of CO programme within the area of responsibility, translating UNDP priorities into local interventions. Coordination of programme implementation with the executing agencies.

Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. Head of Unit performs the function of Manager Level 2 in Atlas for development projects transactions approval.

Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.

Follow up on audit recommendations. All exceptions are timely reported.

Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager.

3. Establishes and maintains strategic partnerships and supports the resource mobilization in cooperation with the Management Support and Business Development Team focusing on achievement of the following results:

Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes.

Creation and coordination of partnerships with the UN Agencies, International Financial Institution (IFI’s), government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.

Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.

Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.

Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.

Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.

Sound contributions to knowledge networks and communities of practice.

Organization of trainings for the operations/ projects staff on programme.

RECRUITMENT QUALIFICATIONS:
Academic Education:
Minimum Master’s Degree or Bachelor’s Degree in international development, environment, energy or climate change-related issues, public administration, business administration, public policy or other relevant social sciences. Advance degree (Master degree or its equivalent) would be desirable.

Experience:
Minimum 5 years for Master’s Degree or 7 years for Bachelor’s Degree in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.

Solid experience in the Environment sector and networking a high-level government, experience dealing with governmental/ international/civil society organization, in a multi-cultural setting would be highly desirable.

Experience working with the private sector, CSO, universities will be highly desirable

Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web-based management systems will be an advantage.

Language:
Fluency in English and Bahasa Indonesia in both writing and speaking.
