Project Overview

Pluto Train is the expansion of a second LNG train at the existing Pluto LNG onshore facility. Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~ 225 Terajoules per day.

On 1 January 2022, Woodside issued Full Notice to Proceed (FNTP) to Bechtel (Western Australia) Pty Ltd and Bechtel International, Inc (Bechtel) for the Pluto Train 2 Project Engineering, Procurement and Construction (EPC) scope of work. Woodside is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source.

Bechtel is seeking a Sub-Contracts Manager to join the Pluto Train 2 working from the module yard in Batam, Indonesia.

Position Overview

Responsible for the support and guidance to Construction Managers, Site Managers and field personnel in Subcontract matters. Responsible for the adherence to standard work processes and procedures, and other tools for Subcontract administration. Develop training materials, procedures, disseminate information for Field Module Yard Subcontracts personnel and performs Field Operations Reviews. Maintain a working relationship with the Construction Team and Functional Managers.

What you bring

• Recommend qualified candidates for Subcontract administration assignments and help identify career development opportunities for employees.
• Work with Project Management, Construction, Commissioning and Start-up stakeholders to deliver subcontract activities in support of the EPC Schedule.
• Develop and present Subcontract administration training programs and participate in other standard Subcontracts workshops.
• Provide Subcontract administration functional guidance to Subcontract personnel and other functional groups involved in Subcontract administration.
• Administer the contract with the Module Yard Facility owner.
• Work with Project Controls organisation to monitor and report on subcontract costs. Communicate and act upon trends identified with Site Management Team.
• Provide lessons learned regarding quality of performance of Subcontract administration to Bechtel Energy, Inc. and Corporate Contracts Operations Manager.
• Communicate current Subcontract management issues, information and topics of concern to field personnel through regular Bulletins and use of BecWeb.
• Manage Policy 230 Delegation Authority for Subcontract changes as required by the tax guidelines from the Project Accountant.
• Develop and maintain standard work processes, procedures, and work process improvement tools for Subcontract administration.
• Conduct Field Operation Reviews to assess effectiveness of the overall field Subcontract administration program.
• Is accountable to uphold Subcontractor Commercial compliance for conducting business activities and transactions within Indonesia and Free Trade Zones with consideration to operating entities, import / export compliance, taxation, etc.

About you

• Degree in Construction Management, Business, Law, Engineering or Quantity Surveying desirable.
• Experience and courses in contract law, Subcontract formation, administration, claims, cost and scheduling desirable.
• Technical and administrative knowledge of all phases of Fixed Price, Unit Price and Cost Reimbursable Subcontract management.
• Thorough knowledge of field and home office activities relating to Subcontract documents.
• Direct experience in managing workload distribution and execution of the work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling, transfers and terminations.
• Skill in working and communicating effectively, both orally and in writing, with other project functional groups such as Engineering, Construction, Project Controls, Legal, and Accounting, as well as with contractors.
• Strong organizational and communication skills, professional and proactive approach to mitigation of contract administration challenges and inherent business risks.
• Knowledge of negotiations, accounting or cost engineering gained through education or experience.
• Knowledge and understanding of the project functional groups and company policies, procedures and work practices, as well as associated software systems.
• Experience with and knowledge of Field Supply Chain operations particularly pertaining to Supply Chain operations at temporary operating and jobsite locations, including Construction execution, Subcontracts,
• Experience working in Indonesia is preferred but not a reason for disqualification.
• Skilled in the supervision of personnel and all aspects that are involved with total personnel administration, such as requisitioning, interviewing, annual reviews, development or monitoring of mandatory training course completion, and career discussions and development.
• Skilled in oral and written communications
• Minimum 10 years experience in EPC industry and supply chain. Minimum 5 years supervising supply chain personnel in the field. Possesses extensive knowledge of Subcontract management functions and work experience of a progressively responsible nature. Receives direction and guidance from management to ensure the consistent application of Bechtel standards and procedures on all jobsites. Requests appropriate support when required.

This position has responsibilities that include exposure to changing environmental, construction and operational conditions. Candidate must be able to use standard issued Personal Protection Equipment (PPE).
