The Multistakeholder Forestry Programme
FCDO and MOEF have appointed Palladium, in consortium with Systemiq, to deliver the fourth phase of the Multistakeholder Forestry Programme in Indonesia (MFP4).
MFP4 will support Indonesia to achieve its ambitions on sustainable timber and community forestry. The programme will operate for 5 years (2018 – 2023). MFP4 will build on earlier programme phases to deliver an ambitious set of results on coverage of timber licences, export volumes of sustainably sourced timber, area under community forest management, and number and value of community forest businesses.
To deliver these results, the consortium members will establish a joint technical assistance facility in Jakarta, drawing on their respective experience in facilitating FLEGT VPAs worldwide, implementing previous MFPs in Indonesia, collaborating with Indonesian ministries on community forestry polices and enabling investments in forests and sustainable land use. The MFP4 facility will directly support the Indonesian Ministry of Environment and Forestry (MOEF) to deliver two core workstreams:
A. Growth in sustainable and legal timber production: Ensuring the effectiveness and sustainability of the national timber legality assurance system 'SVLK', which underpins FLEGT licensing, to further strengthen confidence amongst international buyers and domestic suppliers; and
B. Growth in community-based forest businesses: Catalyse community forest business development to foster more sustainable use of forests, reduce forest degradation and deforestation, and improve prosperity by strengthening forest governance at the site level.
In workflow A, the priority and role of the MFP4 program for the 2019-2021 period are endeavours aimed at institutionalizing the SVLK system and other related systems, one of which is to support the Licensing Information Unit (LIU). LIU is an information centre for the FLEGT VPA stakeholders and other government ministries, in order to improve the implementation of SVLK under the Sub-Directorate of Export Import Notification for Forest Industrial Products. Apart from being an information centre, the LIU was established to support the implementation of a complete Timber Legality Verification System (SVLK) where it is designed for different processes from raw material guaranteeing to marketing.
The Timber Legality Information System (SILK) managed by LIU is an information system that oversees the export and import of industrial forest products, therefore it is critical to keep the system running. SILK is currently open for bidding at the Procurement Service Unit (ULP) of the Directorate General of Sustainable Production Forest Management which will end in mid-February 2021. With regard to the delayed bidding process as the result of State Budget for the Secretary to Inspectorate General of Sustainable Forest Management (PHL) being blocked due to change in organizational structure in the Ministry of Finance, SILK maintenance fund for February to March 2022 cannot be provided from the 2022 State Budget as it is not listed in the bid package, which only covers 9 (nine) estimated items for April to December 2022.
