BASIC FUNCTION OF POSITION
Incumbent is a member (one of six) of the Recruitment and Development Unit (RDU) in the Human Resources Office, which is a part of the U.S. Mission to Indonesia & U.S. Mission to ASEAN (Bi-Mission)'s-wide recruitment team responsible for Position Classification & Management, Locally Employed (LE) Staff (FSN,EFM, etc.) Recruitment, hire, and orientation; servicing customers for Department of State and other agencies who employ LE staff on Personal Services Agreement (PSA), Temporary Appointment (TEMP), and Family Member Appointment (FMA) positions through the Local Compensation or the Foreign Service pay plans. He/she is responsible for providing consultative, operational and policy advice and service in the areas of position description review, recruitment, training, employees compensation and benefit packages. Incumbent is supervised by the LE HR Supervisor RDU.
EXPERIENCE:
At least four (4) years of responsible experience in an office environment, involving human resources and/or business management, recruitment, program management, and/or the application of complex regulations in a deadline-driven, customer service oriented environment are required.
(Please note that one credited year of working experience is equal to 40 hours/week x 52 weeks or 2080 hours.)
Completion of Bachelor's degree in one of the following fields: Human Resources, Business Admin, Management, Economics, or Finance/Accounting is required.
LANGUAGE: Good Working Knowledge in Speaking/Reading/Writing in English and Fluent in Speaking/Reading/Writing in Bahasa Indonesia are required (this may be tested).
SKILLS AND ABILITIES: Must be able to learn the applicable LE Staff and EFM recruitment and employment regulations as outlined in the Foreign Affairs Manual, Foreign Affairs Handbook, MCLASS, HR/OE recruitment policies and Post's standard operation procedures and develop a thorough understanding of these to be able to convey these to third parties and customers. Must have the ability to work accurately and effectively as a member of a team responsible for a heavy workload, often under pressure to achieve tasks, produce work and services and to meet program and section specific goals and deadlines. Excellent organizational, cross cultural and interpersonal skills are required. The ability to maintain effective working relationships with employees and supervisors at all levels within organizations as well as with contacts externally with the host country government and other organizations is required. Strong computer skills, typing skills and knowledge of MS Office Suite products (MS Word, MS Excel, PowerPoint, and Outlook), database applications and internet skills are required. Must have good oral and written communication skills in both English and Bahasa Indonesia in order to articulate recruitment and staffing issues with customers. Must be able to work with numerical figures, e.q. evaluate and calculate salaries, prepare statistical data, understand budget calculation and be able to make justifiable prognosis and recommendation on funding required to staff positions.
