This position will support two USAID-funded, R4D Indonesia-based projects, the Medicines, Technologies, and Pharmaceutical Services (MTaPS) program and the Health Financing Activity (HFA).
Program Background, MTaPS
The USAID-funded Medicines, Technologies, and Pharmaceutical Services (MTaPS) program supports low- and middle-income countries to strengthen their pharmaceutical systems by strengthening pharmaceutical sector governance; increasing institutional and human resource capacity for pharmaceutical management and services, including regulation of medical products; increasing the availability and use of pharmaceutical information for decision-making and advancing the global learning agenda; optimizing pharmaceutical-sector financing, including resource allocation and use; and improving pharmaceutical services, including product availability and patient-centered care, to achieve health outcomes.
MTaPS is working with government officials and academics in Indonesia to build capacity for pharmaceutical expenditure tracking. The project is led by Management Sciences for Health (MSH) and Results for Development (R4D) is a subcontractor. R4D will be convening meetings with these stakeholders in Indonesia, both in-person and online. R4D needs support for local logistics and financial management in Indonesia.
Program Background, HFA
The United States Agency for International Development’s (USAID) Health Financing Activity (HFA) supports the Government of Indonesia (GOI) to sustain and increase the efficiency in financing for health to improve financial protection, equitable access to quality health services, and health outcomes in the priority areas of HIV, tuberculosis (TB), and maternal and newborn health (MNH). HFA is a five-year project (2019–2024) providing technical assistance to strengthen local capacity in financial analyses, stakeholder engagement, learning, and decision-making.
The HFA team works closely with its government counterpart, the Ministry of Health’s Center for Health Financing and Insurance (MOH-PPJK). This project is led by ThinkWell, who oversees a consortium of premier organizations: R4D, the Center for Health Economics and Policy Studies (CHEPS) at Universitas Indonesia, and the Center for Health Policy and Management at Universitas Gadjah Mada (UGM-CHPM).
Scope of work
The Finance and Administration Consultant will be responsible for supporting disbursements and accounting of R4D’s local payments for the MTaPS and HFA programs, as well as logistics support as needed. The consultant agrees to serve as a local funds agent for R4D in Indonesia. Specifically, the Finance and Administrative Consultant will:
Financial Management:
Receive wire transfer advances of funds for meeting costs for the MTaPS project from R4D to his/her personal bank account and confirm receipt of funds
Prepare and process accounting transactions such as disbursement, cash receipts, and advances in accordance with R4D finance and accounting policies and procedures
When appropriate, ensure efficient payments and disbursements to workshop participants and vendors according to approved policy and procedures
Collect and journal supporting documentation and receipts for financial transactions (workshops and travel)
Support R4D team members to prepare monthly requests (terms of reference and budgets), reconciliations and financial statement reports
Work with the program team to forecast financial transaction needs
Submit financial reconciliation reports to R4D Program Associate following each meeting
Administration and Activity Management:
Coordinate with R4D MTaPS Program Associate and MSH/MTaPS program coordinator in advance of MTAPS meetings to be held in Jakarta, Indonesia to discuss meeting logistics
Coordinate with R4D HFA Senior Program Coordinator on logistical, operational, and administrative tasks
Lead interactions with hotels and other local vendors as requested by R4D staff to confirm venue availability and solicit price quotations
Collect required paperwork from experts/resource persons invited to meetings, and disburse honoraria as agreed with R4D Program Staff
Complete travel forms for R4D staff and coordinate with travel agents on flights, rooming, and transportation ahead of meetings
Assist in facilitating meetings, including setting up audio and visual equipment, controlling Zoom, taking photos, and coordinating participants
Take meeting attendance by documenting online meeting participation (for virtual meetings); collect email addresses, bank account or mobile phone information from virtual participants; and disburse resource fees after meetings via mobile phone transfer or bank transfer; document receipt of funds transferred
Take meeting attendance using a sign-in sheet (for in-person meetings) and collect signatures as confirmation of receipt of funds
Assist with facilitating COVID-19 antigen testing for meeting participants, provide masks or other personal protective equipment as needed, and collect any consent forms as needed
Assist with procuring box lunches/snacks for GOI meetings as needed
Contribute to reporting and documentation of meetings and other activities
Participate in virtual/in-person periodic check-ins with the R4D team, finance and grants team in the US, and other partners, as required
Deliverable Schedule, MTaPS
Required deliverables for this activity will include:
Reconciliation report and proper documentation accounting for all local transactions for each event – due 5 business days after the end of each meeting (to be confirmed by R4D Program Associate)
Monthly timesheets submitted with invoice - due on the first day of each month

Time Commitment
MTaPS: Total number of days is not expected to exceed thirty (30)workdays for the duration of the contract. This is likely to cover support for approximately seven to ten (7 to 10) meetings during the period of performance, from March 2022 to March 2023.
HFA: The time commitment to the HFA project is no more than 10 days per month, and no more than 120 days for the duration of the contract.
Fees and Payment Terms
The Finance and Administration Consultant will be paid a daily rate to be negotiated based on his/her skills and experience. S/he will keep a labor log documenting his/her working dates and the tasks supported. Payment will be based on invoices reflecting time worked and will be paid monthly.

Qualifications and Experience
Applicants must currently reside in and be legal to undertake consultancies in Indonesia to apply. The applicant should also possess the following qualifications and experience:
3-5 years of experience managing nonprofit finances
3-5 years of experience in event planning, organization, and management
Experience in healthcare management or community health programs preferred
Experience working on internationally funded development projects or with international donor organizations preferred
Fluency in English and Bahasa Indonesian required
