Commissioning PTW Engineer/Coordinator supports & works with the Site Commissioning Manager by coordinating and supervising consortium partners, suppliers’ and subcontractors’ field activities for Commissioning Safety perspective, in order to ensure compliance with the Project and Site HSE Plan. Operate LOTO System from database package system, implement PTW Procedure during pre-commissioning & commissioning start up, Solo run test motors, mechanical run test, Fire water system steam blowing, energizing- de-energizing power block/sub system MV-LV – Essential, common system. Assist TOP team for handover package main system/sub -system and review boundaries (Implemented LOTO system) before equipment put in service then transfer to commissioning.
Ensuring that the Project Commissioning Plan is understood and followed by Customer & Subcontractors’ personnel at all levels in his / her area of responsibility.
Implement the approved Commissioning LOTO & PTW Program and Consortium Safety Procedures during commissioning.
Ensure all hazard associated with the safety of the site or installation associated or installation have been identified.
Apply & verify isolations requested and documented on the isolation certificate with the system owner.
Promotes open communication, cooperation and trust between Cutomer and its employees, suppliers and subcontractors with focus on optimizing health, safety and environment.
Guides Subcontractor Engineers, Supervisors and superintendents in his / her area of responsibility for PTW and LOTO implementation.
Supports COMM an HSE Manager in accident and incident investigations to identify root cause and recommend improvements.
Issues disciplinary warnings to persons who do not comply with PTW/LOTO system instructions.
Submits weekly reports to COMM & Project Site Manager.
Attends scheduled and unscheduled site commissioning and safety/coordination meetings.
Works independently and conduct tasks with limited supervision.
Performs any other task as delegated or requested by line or project superior.
PTW Engineer/Coordinator is responsible for:
Establishes, implements and administers the project-specific commissioning Permit to Work System.
Monitors and enforces compliance with the PTW System.
Liaises and coordinates with Authorized Applicants (AA) and Senior Authorized Persons (SAP).
Prepare, issue, withdraw, transfer and cancellation of PTW safety documents. Enact the role of Isolating Authority, applying tags/locks under direct supervision of the system lead of that system.
Communicate the permit’s duration and action to be taken if the work is suspended.
Ensure a permit to work tracking system is in place.
Ensure and check safe pre -operational & operational commissioning for the entire facility.
Control & maintain LOTO & PTW database.
Ensure completion document NOCC (Notification Of Change Certificate) and TOP System/Sub-system handover to be under Commissioning Safety Rules(CSR) and implementation of Terminal Isolation Plan (TIP).
Ensure that all responsible LOTO and PTW activities are performed according to related Government regulations, HSE procedures and manuals.
Security and safekeeping of LOTO/PTW isolation keys, locks and documents are in place before Energization Clearance Protocol (ECP).
Ensure all system owners & system support staff members complete the documents following PTW procedures.
Pro-actively and promptly communicating with / to concerned subcontractors when imminent danger is observed, which requires immediate rectification.
Making himself/herself particularly knowledgeable of:
project-specific PTW system and procedures
- project-specific HSE requirements and standards
- project-specific commissioning processes and procedures
- project-specific site processes, procedures and deliverables
HSE laws and requirements of project country.

Reporting To: Commissioning Manager (PTW Engineer/Coordinator functionally reports to Site Environmental Manager
PTW Engineer/Coordinator coordinate with all commissioning engineers, vendor commissioning supervises and subordinated site HSE staff)
Candidate Pre-Qualification: Minimum 10-15 years of working experience as Commissioning PTW & LOTO Engineer.
