OBJECTIVES OF THE PROGRAMME:

WHO is a specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity. The Country Office collaborates with the Government of Indonesia in stewardship and advocacy for a healthier population by addressing determinants of health.

SUMMARY OF ASSIGNED DUTIES:

Under the direct supervision of the WHO National Professional Officer for Nutrition, and overall supervision of the Team Lead, NCDs and Healthier Populations, the incumbent will perform the following duties.

• Provide direct technical support, including evidence-based, global best practice policy advice, to senior officials of the Coordinating Ministry for Human Development and Cultural Affairs and associated Ministries, particularly on nutrition-specific and nutrition-sensitive interventions to reduce the prevalence of stunting;

• Provide technical support to develop innovations and breakthroughs for efforts to accelerate population nutrition improvement, especially reductions in stunting;
• Provide technical support for development and revision of strategies and action plans to improve population nutrition status;
• Provide technical advice on the delivery of nutrition services in primary health care as part of Universal Health Coverage, and nutrition education with and for communities, particularly youth as partners in addressing stunting;
• Adapt and develop technical guidelines for the health and social sectors to improve nutrition across the life-course, with a focus on maternal, adolescent and child health, breastfeeding, infant and young child feeding practices, and micronutrient deficiency;
• Work closely with partners to identify the impact of the COVID-19 pandemic on population nutrition status, particularly malnutrition in infants and young children;
• Support the Government of Indonesia with development of briefs, background documents, reports and advocacy materials related to stunting and its determinants;
• Collaborate closely with government counterparts, including those working in nutrition, reproductive, maternal, newborn, child and adolescent health, family health, health promotion and education to advance progress on national nutrition targets, commitments of the Rome Declaration, Sustainable Development Goals 2 and 3;
• Provide support to the Government of Indonesia to mobilize and coordinate action across sectors and society, and between central and subnational levels, to accelerate reduction of stunting and address inequalities in determinants;
• Provide support to counterparts to build partnerships with development partners;
• Coordinate with other programme areas within WHO, especially reproductive, maternal, newborn, adolescent and child health, mental health, environmental health, and health systems, to integrate action on stunting;
• Perform any other relevant work requested by the Team Lead and WHO Representative.

Functional Knowledge and Skills:

• Sound knowledge of the WHO and United Nations mandate on nutrition to reduce stunting
• Proven technical knowledge of strategies and practical actions to address stunting
• Understanding of health systems and commitment to improve population nutrition as part of achieving universal health coverage
• Understanding of equity and a commitment to eliminate inequalities in health and in the determinants of health
• Ability to plan, design, implement, monitor and evaluate public health programmes,
• Ability to adapt WHO global guidelines to national context
• Ability to form effective working relationships with government counterparts and key stakeholders

Education Qualifications:

Essential:

Master degree in public health nutrition, or health sciences with a focus on nutrition, obtained from a recognized university

Desirable:

Post graduate studies (eg. PhD) in nutrition, public health with a focus on nutrition or a relevant area, or degree in medicine

Experience:

Essential:

At least three (3) years of experience in leading and implementing public health nutrition programmes in government, development agencies or nongovernmental organizations

Desirable:

• Additional (2+) years of experience in leading and implementing public health nutrition programmes in government, development agencies or nongovernmental organizations

• Demonstrated track record in policy and/or programme implementation to address stunting, at national or subnational level
• Experience of working with UN agencies or international development organizations.

Languages:

Advanced level of written and spoken English and native language skills in Bahasa Indonesia

Other Skills (e.g. IT):

Work is performed in normal working environment.

Computer literacy: Proficient in the use of Microsoft Office applications and internet.

National Consultant Nutrition, SSA, Level B. Annual salary: In accordance with WHO Salary Scale for SSA (Level B: 34,449,533 – 55,502,200 IDR)
