Project Overview

The Government of North Macedonia is planning to award Bechtel, along with our joint venture partner, the construction of approximately 110km of dual carriageway motorway.

The project is of significant national importance and the Government of North Macedonia is entrusting the joint venture to fast track the development and construction of these strategic motorways which will form part of the Pan-European Corridors IIIV and Xd, which will enhance North Macedonia’s transport connections with neighboring countries and support economic and social development.

These four new sections of motorway will continue Bechtel’s legacy in delivering successful motorways in the Balkan region. The North Macedonia motorway consists of two sections in the east heading south from the capital Skopje and running parallel to the Sharr mountains, one section passing through the UNESCO natural world heritage site around Lake Ohrid (one of Europe’s deepest and oldest lakes), with the fourth section in the South of the country close to the border with Greece which will enhance connectivity between the cities of Bitola and Prilep.

Position Summary

This role will direct the development and operation of family, transit, and camp housing, including maintenance, security, fire, medical, retail food store, canteens, recreation, and camp feeding activities.

Responsibilities

• Liaises with engineering and construction departments in all phases of pre-planning and design of camps, housing, amenities and services for the workforce at site. Furnishes engineering, construction and project management with detailed information on all aspects of the multi-national workforce with respect to housing requirements, specific food and environmental traditions, with consideration for racial and religious customs.
• Develops camp execution planning, schedule, estimate, scope of services and contracting plan for the location, development and operation of multiple camps for occupancy by craft and non-manual management staff.
• Coordinates with local authority for zoning, permitting, and operational requirements of camps
• Furnishes project management with comprehensive procedures covering methods and techniques on camp operation, multi-national feeding, recreation, security measures, fire protection, medical facilities, and other functions inherent in isolated camps.
• Responsible for the development and implementation of camp (sub)contracts, in conjunction with contracts and procurement, consistent with standard Contract Procedures and the Subcontract/Contract Management Manual.
• Responsible for monitoring compliance with (sub)contract terms and conditions, and for highlighting to Site Management areas of risk such as ambiguities, conflicts or deviations from the scope of work, and making and implementing recommendations regarding resolution of risks.
• Provides support to the Construction Site Manager in estimating, planning, and development of execution strategy for change orders and additional contract scope related to camp services.
• Prepares position descriptions to assist recruiters. Initiates personnel requisitions against table of organization or authorized chart.
• Prepares detailed pre-print requisition forms to assist purchasing departments in procurement of food, materials, maintenance parts, general camp operations, medical supplies, fire protection and recreation needs. Analyzes requirements for food and equipment based on the jobsite personnel forecast and number of employees by month, and submits requisitions with sufficient lead time to meet the requirements for the projected workforce.
• Supervises camp maintenance crew or works closely with construction department for efficient maintenance of utilities, kitchen and refrigeration equipment.
• Resolves complaints from camp occupants, local community, and Property owner.
• Supervises complete feeding facility for workforce or oversees a contract or catering firm to ensure adherence to Bechtel standards.
• Responsible for menu planning to satisfy the multi-national tastes, diet and basic needs of each group.
• Provides support to Contracts Administrator on resolution of contractor claims, disputes, and request for change orders.

Preferred Qualifications and Skills

• Typically requires a bachelor’s degree in Construction Management or Business Administration from an accredited college or university and a minimum of 8-10 years of relevant experience or 12-14 years of relevant work experience in lieu of a degree
• Previous field office work experience providing exposure and in a construction management position furnishing cost schedule and construction execution assistance to senior management.
• Thorough knowledge and experience in procurement, preparation and presentation of large-quantity meals for multi-national workforce.
• Thorough knowledge of (sub)contract administration, procedures and documents related to camp management.
• Demonstrated skill in training and supervising skilled and unskilled camp and kitchen workers including the ability to lead and manage change is desirable.
• Experience in camp operations such as housing, maintenance, security and recreation.
