Role Purpose
Provide professional tactical leadership on all Business Support Services (BSS) matters for British Council offices in Jakarta
1. Secretary to the board of the Yayasan (for Teaching and Exams Services)
2. Manage and monitor budget and financial transactions under BSS and IT by ensuring the expenditure process complying the latest Finance policy and procedure which leads to efficiency.
3. Manage and monitor progress of working permits for UKA staff and Teachers.
4. Oversee competitive tender for BSS and SBU procurements, ensure key services are continued and contract extended during outbreak.
5. Oversee Indonesia contract register and monitor the progress of applicable policy and local procedure and encourage full participation from staff in complying those standards in place.
6. Oversee the IT operations and ensure all staff are equipped with proper laptop to support work from home arrangement.
Main opportunities and challenges for this role:
Indonesia is developing rapidly, and with increasing liberalisation as seen by the Omnibus Law, - which aims to reduce red tape around business – the operating environment is becoming ever more complex. Understanding the implications of national and local government laws and regulations and the interface between is a critical aspect of this role. The opportunity is that these changes should make it easier for British Council to operate both through the main entity (IDN1) and the Yayasan (IDN5). After a year of lockdown and the majority of the team working from home, British Council now has a functioning and effective hybrid model. Ways of working are flexible and appreciated by the team. In the coming year, we need to innovate further to make the office a safer space for working with COVID-19 protocols, and to find different ways in which smaller groups of staff can come together safely to work collaboratively. Our status remains an ongoing discussion with Government of Indonesia. Securing an ‘Implementing Agreement’ (IA) to have Ministry of Education and Culture as our main sponsor, as well as another IA with Ministry of Tourism and Creative Economy is the major opportunity and challenge for the next 6 months.
Main accountabilities but not limited to the following:
General Services
  • Manage all general services contract renewals and extensions including British Council premises leases is extended in time
  • Manage the safety and security in British Council premises in Jakarta and ensure the incident management plan and business continuity plan is in place. Adequate level of security measures in place for prevailing level of risk and regularly reviewed
  • Oversee the office administration and manage to standardize administration procedure and SOP in country level and ensure it is in line with existing Global Policy
  • Deliver a range of services to ensure appropriate living accommodation for UK appointed staff
  • Manage budget up to GBP 700k and its reconciliation report to Country Director with accurate picture of financial transactions, planning and forecasting of the budgets
  • Oversee IT operational and inventory
  • Perform the highest standard of compliance in asset inventory record
  • Manage offices and ensure the highest standard of cleanliness, pantry supply, stationery performed by support team is well maintained
  • Oversee facility maintenance in British Council managed premises, office car, equipment and assets
  • Responsible for Expatriate’s work permit and ensure it’s obtained within set of time
  • Oversee custom clearance for export and import stuff
Legal Administration
  • Support British Council’s branch: British Council Indonesia Foundation legal documents, database and its records, ensure required legal documents are up to date and sufficient for audit purpose and comply with local legal requirements.
  • Manage country contract register for all programmes and resources’ contracts and encourage all teams to follow the policy and procedure.
Procurement and Supplier Management
  • Oversee all competitive tenders to all working with regional procurement lead and conduct price negotiation as necessary to present best value for money in all procurement structure.
  • Working with regional procurement lead to manage yearly suppliers review.
  • Approve Purchase Orders with delegated authority for Business Support Services expenditure.


Requirements
  • Relevant University degree or equivalent experience

Role specific knowledge and experience:
  • 5 years experience in managing business services in Indonesia
