Job Description

The selected candidate will support the resource management of Indonesia Resident Mission (IRM) and undertake finance and administration (F&A) functions such including budget, accounting, human resources and other administrative matters. The incumbent will report to designated International Staff and may supervise Administrative Staff.

Responsibilities


  • Prepares and monitors the utilization of the office’s annual and medium-term budget; handles preparation, recording and implementation of expenses related to administration, payroll, travel, training, and staff consultants; monitors and manages banking and treasury functions as well as local imprest systems for processing and payment of goods, services and any other expenses related to IRM operations.
  • Provides support to the general upkeep and maintenance of office premises and all assets (vehicles, equipment, communication network, etc.); maintains proper inventory and ensures that assets are adequate and as per requirements; maintains all administrative and financial records of the office; monitors work orders for maintenance contracts and other contractual services required for IRM premises.
  • Administers the institutional procurement of goods and services and ensures the contractual agreements (such as contractual staff services, security services, maintenance services, office equipment, and office supplies) are in accordance with ADB requirements.
  • Provides support to the recruitment of local staff and engagement process of contractors and/or outsourced services; assists the relocation of International Staff to IRM and supports their assignment; and provide other human resource support as necessary.
  • Liaises with the Office of the Auditor General and assists in its audit involving IRM and project accounts; monitors payments and other arrangements relating to the Technical Assistance projects administered by IRM from an internal audit perspective.
  • Provides guidance to IRM administrative staff to ensure reliable provision of IT services to support IRM operations in consultation and coordination with the IRM IT Coordinator.
  • Coordinates with Corporate Services Department (CSD) and UN Department of Safety and Security (UNDSS) on the provision of security and safety requirements for IRM staff and dependents and serves as Alternate Security Focal Point (SFP) for IRM in the UN Security Management Team reporting to SFP designated by the Country Director.
  • Liaises with government officials relating to taxes, government duties and facilities, and diplomatic immunities and privileges.
  • Interacts with other locally based international organizations based on various internal administration matters to ensure IRM internal policies are kept abreast with the local standards and common practices are observed on certain items (such as security) amongst international organizations based in Indonesia.
  • Performs other duties that may be assigned as reflected in the incumbent’s workplan, including guidance and supervision to Administrative Staff.


Qualifications

Relevant Experience & Requirements


  • Bachelor’s degree in economics, business administration, accounting or related field; preferably with advanced training.
  • At least 6 years relevant experience in financial accounting, general office, institutional procurement, administration, and personnel management is required. Experience in the Multilateral Development Bank and/or United Nations Agencies would be an asset.
  • Strong organizational skills and computer skills, especially in the use of MS Word and Excel are required.
  • Knowledge of local government administrative systems, institutions and procedures will be an advantage.
  • Strong interpersonal competence and supervisory skills are required.
  • Excellent written and oral communication skills in English are required.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
