The objectives of the WHO Health Emergencies Programme (WHE) support at country level are oriented to enhance the country capacity for preparedness and risk assessment, management and response, with an all-hazards approach, community resilience and medical and psychosocial support in disaster, especially in high-risk areas both at the national and local levels. WHO is the lead technical agency in health emergencies and leader of the Health Cluster in outbreaks and humanitarian emergencies. The post will support to strengthen national and sub-national capacity for planning, implementation and monitoring of preparedness, readiness and response to epidemic and pandemic prone and other public health emergencies.
Under the overall supervision of the WHO Representative, Indonesia (WR) and day-to-day supervision/guidance of Team Lead, WHE, the incumbent shall perform the following:
1. Provide technical support in the strengthening/maintaining surveillance capacity/network among health programmes and with other non-health related sectors and at all administrative levels of public health systems in coordination with other relevant stakeholders;
2. Provide support in maintaining and implementing of International Health Regulations (2005) related to surveillance and information management;
3. Assist in strengthening the surveillance component in risk assessment capacity at various levels of national public health systems and if necessary, participate in RRT deployments for field investigation;
4. Ensure strengthening of institutional capacity in surveillance through conduct of training needs assessments and designing training programmes;
5. Support information management from the surveillance mechanisms through the PHEOC and HEOC from the sub-national to national levels;
6. Support strengthening of surveillance in the field, district, provincial to national levels to ensure timely information gathering to analysis and response if action is needed;
7. Strengthen partnerships to support activities and to ensure effective coordination of projects on surveillance;
8. Ensure that all WHO documents, recommendations and other relevant materials are made available for inclusion in the development of national guidelines and training materials;
9. Ensure coordination of all surveillance related activities of technical units of WCO;
10. Develop activity proposals; facilitate technical monitoring and evaluation of activities implemented during the project periods to assure that best practices and lessons learnt are identified and properly documented for continuous planning;
11. Represent WHO under the delegation and approval of the Team Lead in meetings and advocacy activities with MoH and relevant stakeholders and;
12. Perform any other relevant tasks requested by WHO Representative and Team Lead.
Essential: A university degree in medicine
Desirable: A post-graduate degree in public health and/or epidemiology
Essential: Minimum 5 (five) years' experience in surveillance and response, preferably related to infectious diseases. Experience in capacity building, programme planning, implementation and monitoring.
Desirable: Previous work with donors, development partners or UN organizations is an advantage.

Remuneration comprises an annual base salary starting at IDR 734,382,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
