Job Description

Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM

Country Offices (CO) in the world working on a wide range of activities in partnership with the

Government of Indonesia, civil society, private sector actors, migrants and communities. IOM

Indonesia is engaged in several thematic areas, including: Refugee Care, Counter Trafficking

and Labour Migration and Human Development (CT/LMHD), Disasters, Climate and Resilience

(DCR), Immigration and Border Management (IBM), Migration Health, and Resettlement and

Voluntary Returns.

The IOM Indonesia CO is seeking a Senior Programme Coordinator for its long-standing

programme of support to irregular migrant arrivals, asylum seekers, and refugees seeking

durable solutions. Focusing on government collaboration, accountability to programme

beneficiaries, and innovative solutions and problem-solving, the position will fulfill functions as

Head of Sub-Office in Jakarta/Tangerang and will cover daily operations across all IOM offices

in Indonesia. Working closely with the CO’s Assisted Voluntary Return and Reintegration

(AVRR) and resettlement teams, the Senior Programme Coordinator will be supported by

Sub-National Programme Coordinators located at sub-office level in Medan and Makassar, in

order to facilitate coordination with field office locations and, specifically the relevant refugee

accommodations supported by the programme.

Under the direct supervision of Chief of Mission (CoM), and working in close coordination with

Sub-National Programme Coordinators, Heads of Sub-Offices, Heads of Field-Offices and the

Senior Resources Management Officer (SRMO), the successful candidate will be responsible

and accountable for support to and coordination of the daily operations of the Regional

Cooperation Arrangements (RCA) Programme in Indonesia. The Senior Programme

Coordinator will monitor and ensure delivery of support, protection and services to some 8,000

refugees in Indonesia ensuring the successful implementation of the assigned programme in

line with IOM policies, government regulations and international humanitarian standards.

Core Functions / Responsibilities:
1. Coordinate the overall implementation and monitor the administrative and operational

activities of the Regional Cooperation Arrangements (RCA) Programme including strategy

development, efficient implementation of respective activities, programmatic obligations for

reporting and efficient budget management, related operations and donor/partners coordination.

2. Coordinate and supervise the overall delivery of services (including protection assistance)

and support to IOM programme beneficiaries. Ensure that agreed programme activities are

implemented in line with core programme objectives and organizational standards. Incorporate

the risk management in decision-making processes.

3. Provide expertise on the design, development and implementation of Durable Solutions

activities (including but not limited to livelihoods development and resilience activities).

4. Identify gaps, operational challenges, and constraints; propose viable solutions with a view to

increasing effectiveness and streamlining procedures in the areas of responsibility.

5. Establish partnerships, develop and maintain liaison with local governmental authorities,

international organizations, donor community, voluntary agencies and other stakeholders in the

areas under his/her responsibility.

6. In coordination with the CoM and the Programme Support unit in Jakarta, identify and

promote strategic & technical partnerships and funding opportunities with relevant government

entities, international organizations, private sectors and civil society partners and other relevant

stakeholders, that are in accordance with the IOM mandate and relevant to the objectives of

IOM Indonesia CO strategy.

7. In coordination with the CoM, represent IOM and participate in relevant conferences,

workshops, trainings and seminars.

8. Supervise staff, as well as consultants, implementing partners and service providers recruited

to support and/or undertake specific activities within the RCA Programme, in line with IOM

regulations and rules, to achieve expected programme results.

9. In coordination with the CoM and the Programme Support Unit, participate in relevant

technical working groups of UN Country Team (UNCT), including Results Groups of the United

Nations Sustainable Development Cooperation Framework 2021-2025 (UNSDCF) and relevant

sectoral groups of the Humanitarian Country Team, among others.

10. Prepare regular and timely reports for the Office of the CoM in Jakarta in order to provide an

objective overview of programme implementation, including office operations, government

liaison, staff and financial issues. Prepare other reports, briefings, background information,

narratives and statistical analysis as necessary and required.

11. As the Head of Sub-Office, manage the operational, human resource, procurement,

administrative, budgetary and financial activities of the assigned sub-offices, in line with IOM’s

rules and regulations, and in close coordination with the SRMO and other relevant units at the

IOM main office in Jakarta

12. As the Head of Sub-Office, ensure all reports and administrative activities are submitted to

the Resources Management Unit in Jakarta in a timely manner.

13. In coordination with the CoM and SRMO ensure compliance with IOM policies and

procedures, including the implementation of internal control measures and necessary risk

mitigation measures to prevent fraud and mismanagement.

14. Monitor and maintain readiness for refugee disembarkations, as well as disaster events and

risks, including those relating to climate change and climate-induced displacement; support and

ensure preparedness for emergency response amongst IOM staff, and through regular

engagement and capacity-strengthening of Indonesian authorities, international and local

partners and with a particular focus on IOM’s respective mandate for Camp Coordination and

Camp Management (CCCM), as well as Shelter and Non-Food-Item (NFI) provision, Emergency

Health, Registration, Data Management and Analysis.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education

  • Master’s degree in Management, Business Administration, Finance, International Relations,

Humanitarian Affairs, Development Studies or a related field from an accredited academic

institution with seven years of relevant professional experience; or

  • University degree in the above fields with nine years of relevant professional experiences

Experience

  • Experience on an International level managing humanitarian programmes with refugees,

asylum seekers, irregular maritime migration;

  • Experience in managing multiple sub-offices and/or multi-cultural team to achieve agreed

objectives;

  • Experience on the programme areas of disaster risk reduction, emergency preparedness,

emergency response, etc;

  • Experience on an international level of direct donor liaison; with regional experience in the

direct care of refugees in various cost environments; operational or field experience in migration

related issues;

  • Extensive experience in public relations, as well as in liaising with governmental and

diplomatic authorities and institutional institutions;

  • Field experience in management, humanitarian and migration-related activities, complex

project implementation, liaison with governments and international agencies;

  • Practical experience in IOM administrative and financial management, budget monitoring, cash

management and internal control procedures; knowledge of IOM finance, procurement and HR

procedures and rules;

  • Experience with project implementation, scheduling and deployment of resources.

Skills

  • Knowledge of refugee framework and Convention; experience providing direct assistance or

definitive hands on experience with refugees, asylum seekers and other beneficiaries.

  • Strong management capability and experience, especially in the field of humanitarian

assistance.

  • Knowledge of the region is an advantage.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the

Organization.

  • Knowledge of UN and bilateral donor programming.
  • Knowledge of resources management’s rules and regulations.
  • Good level of computer literacy.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in

English and have at least a working knowledge of one additional UN Language (French,

Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of

Bahasa Indonesian is an advantage.
