Project Description

EDC is leading a 3-year, 2-country initiative to equip ethnic minority youth and community leaders with the knowledge, skills, and agency to build effective coalitions and move their community toward environmentally safe and sustainable practices, jobs, and habitats. EDC will work with ethnic minority communities in two countries: Indonesia and the Philippines. In the Philippines, EDC will work with the Badjao in Isabela and Zamboanga Cities. EDC uses a participatory community diagnostic process to identify local concerns around environmental degradation, priorities for transitioning to inclusive, green growth, and community assets and influencers. A subset of youth will be tapped for more advanced training in livelihoods related to green economy and environmental justice leadership, embedded within school systems and youth-serving organizations. Youth transitioning into working life will also be connected to virtual coaches to expand their social capital and support their early career advancement.


Job Description


The Finance and Operations Officer will be responsible for managing project expenditure and accounts for EDC projects, meeting funder requirements using EDC’s policies and procedures. He/she will work closely with the EDC Headquarter Operations Team to ensure implementation finance and administration policies are followed. This position is based in Jakarta, and will report to the EDC Chief of Party for Indonesia.

Primary Responsibilities:

  • Process check requests and wire transfers for payments to vendors in compliance with contract requirements
  • Review and process vendor and consultant fee payments in accordance with funders account procedures and contract policies
  • Process local hires’ monthly payroll
  • Work with the Senior staff to develop annual budgets
  • Develop spreadsheet programs for tracking and monitoring all financial activities, and maintain spreadsheets with current project expense data
  • Draft quarterly financial reports and monthly ad hoc reports on financial status of project expenses and budget information
  • Respond to vendor inquiries regarding status of vouchers, payments, and budget submissions
  • Manage sub grantees to successful execute the project deliverable and comply with EDC and funder rules and regulations
  • Draft documents for and execute wire transfers from the home office in Washington, DC
  • Work closely with the home office in Washington, DC to ensure reconciliation of monthly expense reports, and respond to any inquiries they may have
  • Participate in ongoing analysis, forecasting, and reviewing of project expenses
  • Oversee project procurement in accordance with the project contract and donor requirements and regulations
  • Perform other duties as assigned by the Chief of Party
  • Coordinate, develop and manage the relationship between EDC and the local Yayasan

Qualifications


Skills and Experience

Candidates for this position must have at least 5 years of international development project financial management experience, preferably with a USAID-funded education project. Candidates must be fluent in Bahasa and English.

Education

The candidate must have a Bachelor’s Degree in the social sciences or related field. Master’s degree highly preferred.
