UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
A key area of concern for UN Women is women’s economic empowerment as expressed in UN Women’s Strategic Plan 2018-2021. Empowering women to participate fully in economic life is essential to building strong economies, establishing just societies, and achieving the 2030 Agenda including Sustainable Development Goal (SDG) 5 for gender equality and women’s empowerment and several other SDGs relating to inclusive growth, decent work, ending poverty, and reducing inequality, and revitalizing the global partnership for sustainable development.
In running and scaling up their businesses, women entrepreneurs have been facing challenges such as limited access to skills development, barriers to securing financial capital to set up or grow their businesses, accessing business networks which are often dominated by men. These challenges that rooted in gender bias and discriminatory norms and practices often inhibit women from expanding their business. Additionally, the impacts of COVID-19 on the economy has exacerbated their vulnerabilities in sustaining their businesses. According to the survey report on the impact of Covid-19 pandemic by UN Women in collaboration with Indosat Ooredoo, women in Indonesia largely depend on income from family businesses and 82% of them have seen substantial drops in this income source; 19% women have increased nonpaid care work compared to 11%men and 36% of women, compared to 30% men in informal employment have seen decreased paid work time[1].
The WeLearn program initiative aims to offer an equal opportunity for women to increase their entrepreneurial skills, in order to start or run their businesses. It offers various learnings and trainings on entrepreneurial skills, ranging from the self-online learning through WeLearn platform and trainings and coaching activities with trainers online and offline (limited). The target for WeLearn training is aspiring women and women entrepreneurs from micro and small enterprises.
Based on the above concerns, UN Women intends to build and promote an ecosystem of gender responsive entrepreneurship in Indonesia. In doing so, UN Women will equip women entrepreneurs with business development skills, while building their critical awareness to overcome gender-related barriers they encounter in day-to-day business management, or when accessing for necessary business support including financing.
For the above purpose, UN Women would like to hire a national consultant who will assist in reviewing the current materials and developing the new one around gender responsive entrepreneurship to support UN Women's efforts to create an inclusive MSME ecosystem in Indonesia.
Under the overall guidance and supervision from the Head of Programmes and with close collaboration with the Programme Officer of Women Entrepreneurship, the consultant will undertake the following tasks:

EVALUATION
Applications will be evaluated based on the cumulative analysis.
A two-stage procedure is utilised in evaluating the applications, with an evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
