Background: The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. One of the key components of WFP’s work is to understand the food security situation of the population through cutting-edge vulnerability analysis and mapping (VAM). Mapping, remote sensing and geographic analysis has always been one of the corner stone of food security (VAM) analysis unit in WFP. Maps are a powerful means to advocate for the the poor and vulnerable and provide essential guidance for programme targeting.

Remote sensing data and analysis is pivotal for realising the effects of climate on food security, in and out of an emergency context. Understanding the wide range of available satellites, and setting up systems to readily analyse these datasets will boost the overall capacity for the region, where currently most of this type of analysis is being done at the headquarters level.

Main Responsibilities

The Earth Observation and Climate Analyst will be based in Jakarta. Under the overall guidance and direct supervision of the Head of VAM Indonesia, and technical supervision of the Senior Programme Advisor at the Regional Bureau of Asia and the Pacific in Bangkok on regional initiatives, the incumbent will undertake the following activities:

Indonesia:

  • Lead and support the development of VAM mapping projects and analysis at all stages, from conceptual development, to acquisitions and processing of data, analysis and final product development in line with innovative methodologies and best practice.
  • Supervise GIS Officer/s, develop and implement work plans for remote sensing and GIS-related activities, including:
    • collection of data and information required for food security and climate change vulnerability analysis
    • preparing analysis and data for regular monitoring and early warning publications;
    • managing data and information, including spatial data for WFP Indonesia in line with corporate standards and provide technical support to partners in government on spatial data management as required;
    • strengthen capacity among government counterparts on general GIS skills, climate change vulnerability and risk analysis.
  • Exploration on new methodologies on analyzing relationship between climate characteristics, natural disasters and food security.
  • Coordinate maintaining (functionality of the tool and explore new data sources, etc.) and strengthening of the WFP’s early warning innovative monitoring tool - the PRISM and promoting its use by national partners and counterparts.
  • Explore the development of the PRISM outputs linking with response options including forecast-based financing and shock-responsive social protection.
  • Liaise with teams at HQ (RAM+OSE) to explore the integration of the relevant earth observation products into the PRISM.
  • Act in an assigned emergency response capacity as required to meet information needs such as: base geographic maps, transport, hydrography, logistics, and infrastructure and transportation facilities.

Regional:

  • Support the preparation and analysis of any remote sensing, climate data and for regional briefs and updates.
  • Support in facilitation of remote sensing support for drought, flood and crop monitoring for the region. Explore partnerships with regional entities.
  • Provide support when required for the maintenance of WFP’s Spatial Data Infrastructure (SDI) for the region. This involves ensuring baseline datasets being stored in the SDI are up to date. And readily available to use in the event of an emergency.
  • Explore innovative geospatial solutions and any other trending technologies for analysis and mapping.
  • A complete review of the data sources and data sets that might be produced during an emergency and realise how these can be anticipated to work with WFP’s SDI.

  • Has trained and/or experience utilizing GIS techniques and related software.
  • General knowledge of climate change, food security, forestry, vulnerability and government policies.

Minimum Academic Qualifications:

Education: Degree in Geographical Information Systems (GIS), remote sensing, environmental management or a related subject or First University Degree with additional years of related work experience and/or trainings/courses.


Language: Fluency in English and Bahasa Indonesia.
