Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity

Consultant Trainer on Fisheries Traceability Technologies for Sustainable Fisheries Management

1. Introduction/Background

The purpose of the USAID Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity is to facilitate the organizational capacity development of two regional fisheries organizations, SEAFDEC and CTI-CFF; facilitate and document project co-creation between these organizations and the United States Agency for International Development (USAID), leading to USAID-issuance of a Public International Organization (PIO) grant directly to them; and conduct a regional Private Sector Engagement Landscape Assessment of the fisheries sector in Asia. RTI International is the implementing organization for SUFIA LCD Activity.

The proposed training on fisheries traceability technologies aims to promote sustainable fisheries management and practices. The activity will enable discussions on feasible traceability solutions that can be applied by CTI-CFF member countries especially for small-scale fisheries and aims to develop an action plan related to advocacy on traceability through social media. The training process and contents will be documented as a training report.

This Statement of Work is for a Consultant Trainer for Fisheries Traceability Technologies for Sustainable Fisheries Management.


2. Scope of Work

The Consultant Trainer will provide capacity development services to support SUFIA LCD’s on-going organizational capacity development work with CTI-CFF. Under the SUFIA LCD Project Manager’s direction, and in coordination with the SUFIA LCD Technical Assistant (TA) Consultant, the Consultant Trainer shall:

  • Develop a concept note and a detailed training program agenda and deliver an online training on fisheries traceability for sustainable fisheries management applicable for small-scale fisheries in the coral triangle region.
  • Develop a cooperative action plan related to advocacy on traceability for small scale fisheries through social media.
  • Produce a training report detailing the process and contents of the training.

3. Period of Performance

The period of performance of this consultancy is between April and May 2022 (not to exceed a Level of Effort of 10 days). All work must be completed within this time frame. Any modifications or extensions shall be requested through SUFIA LCD’s Project Manager for review and discussion.


4. Place of Performance

The Consultant Trainer shall perform the work remotely and shall be required to meet the SUFIA LCD Team virtually for meetings during preparation, delivery and post-event. The Consultant Trainer should have their own computing, and virtual office and meeting facilities to perform the tasks.


5. Work Requirements

The Consultant Trainer shall be responsible for performing tasks related to training on fisheries management and fishing vessel technologies relevant to traceability and tracking system and training report production. The following is a list of these tasks:

Preparatory stage:

  • Consultant shall develop a concept note and a detailed program agenda for the training on traceability technologies for sustainable fisheries management.
  • The consultant shall design the virtual training session according to the required no. of hours.
  • Consultant shall identify available tools, resources and technologies on traceability that are feasible for small-scale fisheries within the coral triangle region.
  • Consultant shall pre-draft a cooperative action plan related to advocacy on fisheries traceability for small scale fisheries through social media.
  • Consultant shall provide an outline and proposed contents of the Training Report. The Training Report shall contain an account of all activities undertaken during the training period, including training agenda, list of participants, session designs, proceedings of the sessions, training materials used, outputs generated, pre- and post-event evaluation, trainer reflections and recommendations.

Training Implementation:

  • Consultant shall conduct an eight-hour online training on fisheries traceability technologies for sustainable fisheries management relevant to small scale fisheries and action planning, including a discussion on the action plan to advocate for fisheries traceability.
  • Consultant shall present the pre-drafted cooperative action plan to advocate for fisheries traceability through social media, initiate discussion and generate inputs from the participants, and obtain their agreements to implement the advocacy plan (including a timetable).

Handoff/Closure of Consultancy Services:

  • Consultant shall provide SUFIA LCD with all documentation (presentation materials, group outputs, photos, etc.) generated during the Consultancy.
  • Consultant shall submit the draft cooperative action plan related to advocacy on fisheries traceability through social media, including the agreed timetable.
  • Consultant shall submit a Training Report to SUFIA LCD (template to be provided), which will include a compilation of existing traceability technologies that are feasible for small-scale fisheries.

7. Acceptance Criteria

The Acceptance of all deliverables will reside with SUFIA LCD Project Manager (PM). The PM will work with the SUFIA LCD Technical Assistant (TA) Consultant and SUFIA LCD Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once a deliverable has been submitted, the PM will review and sign off on the approval.

Once the Consultancy period is near completion, the Consultant will provide all the deliverables during this stage as stated above in Section 6 to the TA Consultant who will forward them to the PM for acceptance. The acceptance of these deliverables by the PM will acknowledge acceptance of all deliverables and that the Consultant has met all assigned tasks.

Any discrepancies involving completion of project tasks or disagreement between SUFIA LCD and the chosen Consultant will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.


8. Other Requirements

REPORTING AND COMMUNICATIONS

The Consultant shall provide updates as requested by SUFIA LCD staff on the work done and to report on any challenges faced.

RISKS AND CONSTRAINTS

Due to the pandemic situation, the consultancy services will be delivered online and travel to site will not be possible.

CONSULTANT RESPONSIBILITIES

The Consultant shall use their own computer and other IT equipment to complete the work.

RTI REPRESENTATIVE AND SUPPORT

The SUFIA LCD Project Manager in Bangkok, Thailand in coordination with the SUFIA LCD TA Consultant, will provide technical oversight of the Consultant. The Consultant’s main contact point will be the TA Consultant, and to whom deliverables will be submitted.
