Managing utility finance tasks and activities including but not limited:
As instructed and guided by the Utility Services Director, liaise with SINAR contractors, counterparts (PLN, MoF, MEMR, MMI, among others) and other SINAR objective leads to develop in-depth understanding, analysis and modeling of the financial flows, mechanisms, contracts and regulations driving the financial and economic operations of the national utility, from primary energy sourcing to revenue incorporation at metered delivery.
Participate, support and eventually conduct capacity building training for SINAR counterparts (PLN, MoF, MEMR, MMI, among others) towards the reform and improvement of the utility’s financial operations.
Support the Utility Services Director in providing expert advice to PLN directors, senior managers and GoI relevant decision makers about international experience in utility technical and financial performance, standard business practices, revenue requirements, finance, and regulatory reporting.
Support SINAR Activities in liaising with PLN and GoI relevant decision makers to define, clarify and educate on the benefits of utility modernization and the utilization of advance energy systems.
Development and implementation of project’s activities (work plan, ToR, capacity building, seminars and other activities), delivering certain technical outputs and monitoring deliverables, such as research and or literature review on energy finance topics, financial analysis, financial modelling, market assessment.
Support Director Utility Services in producing SINAR project reporting administration and the senior management in the design, development and implementation of the Work Plan requested by the client.
Support all requested reporting by providing the necessary information while respecting the imposed timeline, milestone, and deadlines. That includes, but not limited to:
Monitoring & Evaluation plan.
Quality Assurance Surveillance Plan.
Work Plan.
Weekly & Bi-weekly reports.
Quarterly Progress report.
Yearly report.
Final report.
Support all budgetary exercise necessary for the project.
Will be part, on demand, of all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation of Category 3.
Will comply, and will ensure compliance with any administrative, operational, and logistical procedures, processes, and requirements.
Bachelor’s degree in Industrial Engineering and/or business management and/or finance and/or other engineering. If the candidate has business or finance background, reasonable technical knowledge in power systems is required.
Familiarity with Indonesian accounting exceptions and allowances applicable to the power sector.
Familiarity with Indonesian PPA’s, cross-linked subsidy schemes and inter-ministerial cross accounting.
7+ years of professional experience working, directly or through external auditing, lending and/or credit services, in/for financial and/or auditing areas of an electric utility, transmission system operator, or utility engineering services company, preferably with power system planning, corporate planning, and/or IPP’s.
Present or analyze utility proposals for system planning, investment, and rate regulatory/cost recovery proceedings.
Power system assets techno-financial investment recovery and profitability analysis.
Valued but not required KSA’s:
Familiarity with international primary energy spot and futures markets and delivery mechanisms.
Familiarity with Indonesian financing mechanisms for power sector assets and IPP’s.
Familiarity with International Accounting, Auditing and Reporting Standards (IAS and IFRS).
Cost of electricity services, revenue requirement analysis, and tariff setting methodology.
Definition and cost estimation of ancillary services.
Familiarity with the implementation and application within the utility operations and business practices of software solutions for analytic cost allocation and assets payback analysis.
Familiarity with current Indonesian government regulations and operations in traditional energy, renewable energy, energy efficiency and other advanced energy systems, and utility planning, procurement, and operations.
Financial planning and costing management of high-voltage transmission lines and substations including. interconnections, protection settings, reliability analysis and outage response.
Existing working relations with the Ministry of Energy and Mineral Resources, PLN, project and with developers, banks/financial institutions, GOI, provincial government, and PLN officials, developers, banks/financial institutions, and research and development and industry organizations.
Familiarity with USAID procedures and practices for quality control, including monitoring.
