Job Description

Program Overview World Resources Institute (WRI) is an independent national research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. Our current work primarily focuses on forest and land-use. Over time WRI Indonesia aims to expand its portfolio to include climate, energy, and city and transportation. Therefore, it is important for the organization to identify and put in place the research building blocks for achieving the vision of WRI Indonesia supporting science- and data-driven decision making at national and sub-national level.
Since last year, World Resources Institute (WRI) Indonesia has been supporting the Bali Transportation Agency (Dinas Perhubungan Bali) in transitioning towards e-mobility and renewable energy. WRI Indonesia has signed a 5-year memorandum of understanding (MoU) with Bali’s Provincial Government to assist and tackle challenges in Bali e-mobility development. We are supporting the Bali Government through assistances and scientific-based analyses that are aimed to develop the enabling conditions for EV ecosystem in Bali. Currently, WRI Indonesia is also supporting the Bali Government, on its electric vehicle plans. We hope that these assistances and analyses could contribute to the development of Bali’s EV Masterplan and able to scale-up the electric mobility uptake in Bali.
Moreover, Since last year, World Resources Institute (WRI) Indonesia has been supporting the DKI Jakarta Government to support the air quality improvement. WRI Indonesia has signed a memorandum of understanding (MoU) with DKI Jakarta Provincial Government to assist and tackle challenges in air pollution. In 2019, the Governor of Jakarta decreed an Instruction Number 66/2019 regarding Air Quality Control. In the transportation sector, the decree aimed to lower the use of private vehicles. Therefore, the dramatic amount of Greenhouse Gas (GHG) emission can potentially be reduced. As one of the strategies to achieve that, Jakarta has initially adopted the Low Emission Zone (LEZ) in the Old Town (Kota Tua) in 2020. In addition to this, there is a strong commitment to expand the LEZ towards the center of Jakarta. The Old Town spans 1.3 square kilometers within North and West Jakarta. Accordingly, the implementation of pilot LEZ in the Old Town can reset the PM 2.5, which was reported as the highest in the province, into a non-harmful level.
The LEZ policy raised pragmatic concerns from the public at large, among business sectors and civil society. Given the challenges posed by such a situation, a dialogue must be fostered between all relevant actors from the private and public sectors as well as civil society, therefore baseline of acceptance and awareness from public (i.e., commuters and business sectors that affected) should be measured. For understanding the public acceptance and awareness, the questionnaire plan to be distributed to relevant individuals’ and business sectors that affect by the LEZ policy in Kota Tua. The survey will gather public acceptance and perception data about LEZ and consequently formulate communication strategies to increase the awareness, acceptance, and knowledge about the implementation of the project.
Job Responsibilities
Vehicles and LEZ team. The main task of the work is to assist on development of provincial action plan of EV acceleration in Bali and LEZ commuters’ and business’ awareness study of LEZ in Kota Tua Jakarta. Specifically, the job responsibilities as follow: Bali Electric Vehicle Acceleration Program (40%):
  • Assist, analyze and write the development of RAD EV Bali
  • Coordinate and facilitate key stakeholders on the development of RAD EV Bali
  • Contributing the scientific analysis in the development of provincial action plan of EV acceleration in Bali;
  • Coordinates with other EV team to ensure the effectiveness and efficiency in accomplishing the project objective.

Low Emission Zone Program (40%):
  • Performing multivariate data analyses for the commuters’ and business’ awareness survey of LEZ;
  • Contributing the development of policy recommendations or communication strategy for LEZ;
  • Coordinates with other LEZ team to ensure the effectiveness and efficiency in accomplishing the project objective.

Reporting and Knowledge Product (20%)
  • Contribute to creating provincial action plan of EV report.
  • Contribute to creating a report on the EV choice modelling and LEZ public perception and awareness.
  • Contribute to creating knowledge product of the analysis.

Job Qualifications
  • Master degree in transportation, city planning, civil engineering, or any other related field.
  • Minimum 1-2 years of full-time work experience in transportation filed, has a knowledge and experience in EV study is a plus.
  • Legally able to work in Indonesia.
  • Studies, interest or experience working on ttransportation, environment, and power sector issues is preferred
  • Proven extensive experience in statistical analysis and transport modelling
  • Experience in scientific writing with history in publishing international peer-reviewed journal
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Excellent oral and written communication skills.
  • Professional fluency in Bahasa Indonesia and English.
  • Ability to work effectively in a fast-paced office environment and cross sectoral themes
  • Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic.
  • Problem solver who is willing to develop and share ideas internally and externally

Period of Work 13 September 2021 – 31 December 2021
Terms of Payment Daily-rate consultant with maximum 12 (twelve) working days per month
Must have authorization to work in Indonesia to be eligible for this position.
Final candidates might be required to take a writing test and to produce two writing samples when needed.
