Introduction
Habitat Indonesia, a leading humanitarian construction firm operating across Indonesia, is expanding its procurement team to strengthen the supply chain for its construction projects. We are seeking a motivated Procurement & Vendor Management Officer to join our dynamic department and ensure the timely delivery of high‑quality construction materials that meet the rigorous standards of our field operations.
This role is based in Batam and offers a full‑time schedule from 08:30 to 17:30. The successful candidate will work closely with the Construction Department, project managers, and a wide network of vendors to support the efficient execution of infrastructure initiatives that improve community living conditions.
Responsibilities
- Identify, evaluate, and accredit potential vendors, ensuring they meet Habitat’s ethical, financial, and technical criteria.
- Prepare and manage tender processes, gather quotations, and conduct comparative analyses to select the most cost‑effective and reliable suppliers.
- Negotiate contracts, terms, and service level agreements in line with project budgets and timelines.
- Place purchase orders for materials, equipment, and services required by construction sites, monitoring compliance with quantity, quality, and specification requirements.
- Inspect received goods and services, verify conformance to technical specifications, and coordinate corrective actions for non‑conforming items.
- Maintain regular communication with Habitat‑approved vendors, fostering strong relationships and continuous performance improvement.
- Compile, review, and forward procurement documentation (quotes, purchase orders, delivery notes, certificates) to the Finance Department for timely processing.
- Track shipment schedules, manage logistics, and resolve any delivery disruptions to avoid project delays.
- Safeguard stored materials, tools, and equipment, implementing inventory controls and security procedures.
- Generate procurement reports, analyze spend data, and provide recommendations for cost‑saving initiatives.
- Collaborate with project engineers, site supervisors, and the logistics team to anticipate material needs and adjust procurement plans accordingly.
Requirements
- Minimum education: Bachelor’s degree (S1) – a diploma in Civil Engineering or related field is preferred.
- At least 1 year of hands‑on experience in procurement, logistics, or supply‑chain management within the construction sector.
- Proficiency in Microsoft Office Suite, especially Excel for data analysis, Word for documentation, and PowerPoint for presentations.
- Demonstrated ability to evaluate offers, analyze budgets, and assess supplier performance.
- Strong negotiation, analytical, and problem‑solving skills, with a keen eye for detail.
- Excellent written and verbal communication in Bahasa Indonesia; English proficiency is a plus.
- Experience in humanitarian or NGO environments is highly valued.
- Valid driver’s licenses: SIM C and SIM A.
- Residence in Batam or willingness to relocate.
