Main purpose of job:

The job holder will work for the British Embassy Jakarta and be on secondment with Indonesia’s Ministry of Energy and Mineral Resources (ESDM, sitting in the Bureau of Communication, Public Information Services and Cooperation), with joint management and reporting lines to both organisations. The main objective is to help design and deliver a series of impactful international energy dialogues, the “Friends of Indonesia Renewable Energy” (FIRE) dialogues, which represent Indonesia’s participation in the UK’s COP26 Energy Transition Council initiative, and supporting Indonesia’s G20 presidency preparations and delivery. The job holder will also manage a small FIRE secretariat team, and work with other UK government staff in the Foreign, Commonwealth and Development Office (FCDO), Department for Business, Energy and Industrial Strategy (BEIS), and Cabinet Office.

The Energy Transition Council (ETC) was launched by the UK as part of its COP26 Presidency. Through a series of dialogues, it brings together governments, industry, investors, workers and civil society to accelerate the pace of the global transition to clean power. The initiative was launched on 4 December 2020 at a meeting of ministers and senior officials from 21 countries, including Indonesia, which was represented by Minister of Energy and Mineral Resources Arifin Tasrif. In Indonesia, the ETC initiative is now being taken forward as a series of tailored Friends of Indonesia Renewable Energy (FIRE) dialogues, co-chaired between the UK and Government of Indonesia and involving ETC members along with other relevant international partners capable and willing to support Indonesia’s energy transition.

The FIRE dialogues seek to align and enhance international support to accelerate Indonesia’s low carbon energy transition. They have been structured in a way that responds to Indonesia’s needs, through a more tailored, bilateral approach. Indonesia has agreed to co-chair the dialogues at ministerial level in ESDM and this role will play an important part in coordinating their delivery.

The FIRE dialogues involve: the Ministry of Energy and Mineral Resources, Ministry of Finance, other relevant ministries including but not limited to the Ministry of State-Owned Enterprises, state-owned electricity utility PLN, the UK government, embassies including Germany, Denmark, France, USA, Netherlands, and New Zealand; the World Bank, Asian Development Bank, International Energy Agency, International Renewable Energy Agency, local civil society organisations including the Institute for Essential Services Reform, and private sector representatives.

FIRE is owned by all contributors, who participate in a series of thematic working groups and dialogues on coal phase out, renewable energy regulation, long-term energy planning and structural and subsidy reform. The role is an invaluable opportunity to build links between ESDM, local stakeholders and international development partners on energy matters at this critical time. The job holder will need to balance the priorities and perspectives of all stakeholders to help ensure that the FIRE dialogues are working in support of the energy transition objectives of the Government of Indonesia and the priorities of ESDM.

There are opportunities to continue this dialogue and to partner with Indonesia as it prepares to take over the 2022 G20 Presidency. This role would work to ESDM and the British Embassy Jakarta, playing a crucial role in designing and delivering effective international dialogues, and supporting Indonesia’s efforts to prepare for its G20 presidency, including the development and delivery of a G20 energy strategy. There are parallels between the approach and themes of the FIRE dialogues and G20 tracks, on issues including international technical and financial support for energy transition.

This role is likely to evolve and so the successful candidate should be flexible and have the ability to cover new and changing priorities, and to understand and deliver the vision for the FIRE dialogues.

Roles and responsibilities / what the jobholder will be expected to achieve:

The secondee will be responsible for three key things:

1. leading the FIRE secretariat to convene a series of strategic discussions about Indonesia’s renewable energy and fossil fuel phase out needs;

2. identifying specific requests for support from Indonesia and connecting them with international partners through the FIRE dialogues, and;

3. supporting Indonesia’s energy objectives and strategy for their G20 Presidency preparations.

Specifically, the secondee will do this by:

• Providing the specific technical and local expertise to ensure the FIRE dialogues are as tailored as possible to the needs of Indonesia’s energy sector.
• Providing a central strategic and coordination function by working to the British Embassy Jakarta and ESDM jointly, ensuring the dialogues meet the needs of both.
• Provide day to day strategic oversight of the FIRE dialogues, including developing topics, structures, and identifying and contacting participants.
• Work with ESDM to identify specific requests for support that the ministry would like to bring forward for international support through the FIRE dialogues.
• Lead the secretariat for the dialogues, providing oversight and coordination with international partners involved in the delivery of the dialogues as well as any necessary logistical and administrative work.
• Work with ESDM to prepare for Indonesia’s 2022 G20 Presidency, including: identifying and detailing potential discussion themes and deliverables, and; helping to scope and design a G20 energy strategy for Indonesia for 2022, and/or other activities as directed by ESDM and the British Embassy Jakarta

Resources managed (staff and expenditure):

Staff: oversight of FIRE secretariat administrative lead. Coordination with FIRE technical teams (e.g. legal and financial advisors).

Working patterns: Full time; working patterns can be agreed between the job holder, ESDM and BEJ. Requests for flexible working will be considered.

Essential qualifications, skills and experience

• At least a degree, preferably in a relevant subject, such as renewable energy, climate change, environment, green finance and/or energy and finance public policy.
• At least 5 years’ experience in the energy sector and solid knowledge and understanding of the governance structure, policy and technical knowledge of Indonesia renewable energy sector.
• At least 5 years’ experience in policy development area, ideally in the renewable energy sector.
• Understanding of Government of Indonesia procedures and experience of international dialogue processes (e.g. UNFCCC, G20).
• Understanding of international development partner processes and operations.
• Has an extensive network in the renewable energy sector.
• A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
• Excellent communication and influencing skills, including in giving presentation to external audiences.
• Fluent in written and spoken English and Indonesian.
• Flexibility and resilience under pressure, with a proven track record of delivering results to a high standard under tight time scales.
• Good interpersonal skills. Ability to work with people of different levels and backgrounds.
• Proficient in MS Office applications (Words, Excel, Teams and Outlook etc.)

Language requirements:

• Language: Fluent written and spoken Indonesian and English – equivalent to IELTS language assessment score of 6.5 or above

Desirable qualifications, skills and experience

• Any additional technical qualifications relating to energy, renewable energy.
• Experience with multilateral development banks and international donors.
