Please find the Term of Reference for the final project evaluation of FEARLESS, a project executed in Indonesia with the aim to support human rights defenders and CSOs.

About FEARLESS

Hivos and co-applicant the Community Legal Aid Foundation (LBH Masyarakat) are conducting FEARLESS, a 33-month program, funded by the European Union, with the overall objective of supporting the fulfilment of the rights of human rights defenders (HRDs) and civil society organizations (CSOs) to protect and promote human rights.

HRDs in Indonesia face restrictions on their freedom of expression and assembly, stigma, intimidation, criminal defamation and blasphemy charges, arbitrary arrest, and even torture or killings. HRDs working on land and environmental issues or advocating for self-determination in regions like Papua have historically faced the greatest threats, but over the last few years, the situation for human rights defenders working on sexual orientation, gender identity and expression (SOGIE) rights has become increasingly perilous.

Hivos and its partner have designed three mutually supporting outcomes to contribute to the program objectives, as follows:

  • Outcome I: Improved enabling environment for CSOs and individuals working to protect SOGIE rights through non-discriminatory policies and practices.
  • Outcome II: HRDs and CSOs working on SOGIE rights can work effectively in striving for human rights and thus enjoy freedom and security to undertake their legitimate activities.
  • Outcome III: Civil society network of SOGIE rights defenders is stronger and connected to the broader HRD and CSO network in Indonesia, regionally and internationally.

This program structure is based on the belief that stronger civil society organizations, with capacity to assess, mitigate and respond to threats, and strong linkages with committed peers, will be better placed to conduct advocacy. Outcomes II and III will therefore reinforce and contribute to further developments under Outcome I.

Scope of project evaluation

The project evaluation is meant to assess the project performance and achievements vis-à-vis the project’s objectives, indicators and results, as well as the impact of the project to the beneficiaries. The evaluation should be based on the six evaluation criteria from the Development Assistance Committee of the Economic Cooperation and Development (OECD/DAC) – Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability.
