Learn more at undp.org or follow at @UNDP COVID-19 cases in Southeast Asia, including in Indonesia, have spread rapidly despite the fact that efforts to tackle COVID-19 in Indonesia have taken over 1 year since the president declared COVID-19 pandemic a national disaster on 13 April 2020. The pandemic has the potential to overwhelms the capacity of the healthcare system, while at the same time, as financial and human capacities are diverted to fighting the pandemic, and social restrictions are enforced, access to essential health services and public health programmes becomes significantly disrupted. Digital health service ecosystem in Indonesia has become a necessity especially during the COVID-19 pandemic where since July 2021, 11 platform telemedicine provider would support government to monitor COVID-19 patient who were in self isolation. Based on President of Indonesia Decree No. 39/2019 on One Data system, there is mandatory to Ministry of Health has developed digital health transformation strategy and roadmap from 2021 and 2024. UNDP will provide support on evidence based practices on digital health service development in pandemic situation and support medium and long-term plan for post COVID-19 pandemic. In additional, the government of Indonesia has regulate the telemedicine services between telemedicine provider and health facility through Health Ministry Decree No 20/2019 on Telemedicine. UNDP signed MoU with Indonesia Telemedicine Association (ATENSI) on 18 December 2020. ATENSI has members of up to 30 telemedicine providers. Telemedicine does not only provide tele-consultation, tele-prescribing, and tele-nursing via chats or video call, but also collaborates with digital transportation application companies to provide delivery of medicines to patients at home. The design and delivery of the telemedicine system will be gender-sensitive, taking into account the gender-related needs of operators/tele-doctors and users/clients. This activity aims to strengthen institutional capacity of ATENSI to effectively intrduce and scale telemedicine, supporting the development of a national policy and governance framework on telemedicine/digital health and establish a national multi-stakeholder platform to promote engagement, coordination and collaboration between government agencies, public and private health providers, telemedicine developers, and CSOs. The NPSA holder will work closely with and report to HEART (Health Governance Initiative) Cluster Manager and STRATEGIC project manager under Democratic Governance and Poverty Reduction (DGPRU) Unit. The NPSA holder will assist UNDP in collaboration with the Ministry of Health, ATENSI (Aliansi Telemedik Indonesia) and other related stakeholders/partners to strengthen digital health transformation and telemedine in Indonesia. He/She will lead activities such as coordination meeting and workshops on developing making digital health development assessment, health digitalization strategy, and provide telemedicine policy recommendation and manage documentation, dissemination, and implementation of the guideline.
Institutional Arrangement The direct supervisor of this activities is Project Manager STRATEGIC (Strengthening Health System Digitalization in Response to The COVID-19 Pandemic ). She/He will work closely and report to the STRATEGIC Project Manager and HEART Project Manager and working closely with Head of Data and Information Center MoH, Head of Health Service MoH, and Chairman of ATENSI. The organigram in Annes shows the position of this function within the office and unit structure.

Duties and Responsibilities

Scope of Work 1. Support supervisor in providing strategic inputs for the design and implementation of programmes/ projects, focusing on the following
  • In cooperation with Ministry of Health and other UN bodies (WHO, UNICEF) to develop report based on the assessment on digital health development in pandemic situation and support medium and long-term plan for post pandemic COVID-19
  • Facilitate the development process of digital health strategy with related unit in MoH namely Data Center, CDC, Medical Service, etc and other related stakeholders
  • Provide policy advice and technical support to the design and implementation of programmes/projects in the portfolio through consultation with the Government, donors, UN agencies, NGOs/CSOs and other partners.
  • Support the formulation exercise by facilitating engagement with stakeholders, inputs from relevant advisors and consultants, and proper preparation of project/programme documents in line with UNDP’s procedures.
  • Assist in conducting analyses of the programme/project portfolio to assess its effectiveness in contributing to the intended outcomes, and develop strategies to address identified weaknesses.
  • In close consultation with the relevant outcome board(s), identify areas for support and intervention within the outcome areas assigned and any need for outcome level revisions that may be necessary to maintain UNDP’s relevance within the context of the country’s evolving development situation.
  • Support the implementation of capacity development strategies to enhance the quality and impact of programmes/projects under his/her supervision.
  • Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools
2. Assist supervisor in creating strategic partnerships, and in the implementation of a resource mobilization strategy related to specific high-priority projects
  • Develop policy recommendation on ethical standard, emergency decree, code of conduct material in digital health in Indonesia with collaboration with ATENSI and MoH based on result from workshops, desk review, dissemination, and case study evaluation.
  • Lead coordination meeting between government agencies, public and private health providers, telemedicine developers, and CSOs related with digital health or telemedicine
  • Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio.
  • Provision of support in strengthening cooperation with key stakeholders Support the communication of the health governance initaitve projects in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private

  • Facilitate information sharing and dialogue within the donor community
3. support management of programet, including provision of qualified platform
  • Develop telemedicine platform scheme during pandemic COVID-19
  • Provide input and recommendation on strengthening digital health and telemedicine
5. Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization:
  • Ensuring timely and proper preparation for dissemination of technical guidelines to the strategic partners
  • Support knowledge generation and knowledge sharing based on project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
  • Compile key sources of information and best practices for projects and thematic issues within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts. Maintain knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio.
  • Ensure that key project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the health governnance initiaitve area.
  • Conduct training programme for project staff as necessary on UNDP operational/ project policies and procedures.
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming

Minimum Qualifications of the Successful NPSA Min.   • Hands on experience in designing and writing technical guidelines for health
  • Experienced working with Ministry of Health or other related ministries
Desired additional skills and competencies
  • Preferably have extensive knowledge in collaboration, learning, and adapting concepts for health projects and telemedicine
  • Creative problem solving and ability to work in a team with positive attitude
  • Ability to communicate and give a good presentation, report, and able to work independently and in a team
  • Experience including being involved in development of policies or program design in health innovation in Indonesia would be an advantage.
