Organizational Settings

FAO ECTAD (Emergency Center for Transboundary Animal Diseases) is an emergency center established in 2004, specifically aims to assist FAO-member countries in responding to transboundary animal health crisis. FAO ECTAD continuously offers support in controlling Highly Pathogenic Avian Influenza (HPAI) and other endemic diseases, such as rabies dan anthrax. In addition, FAO ECTAD focuses on global health threats transmitted from animals to humans (zoonosis).

FAO ECTAD through the Global Health Security Programme (GHSP) works with the Government of Indonesia to maintain health resilience which is a global priority, particularly on diseases that emerge and spread through interactions between wildlife, livestock, and humans (zoonoses). GHSP is expected to strengthen Indonesia’s health system and increase its independence in preventing, detecting, and responding to zoonotic diseases and high-risk disease outbreaks, especially those with potentials of becoming pandemics. The project is implemented in partnership with the Ministry of Agriculture’s Directorate General of Livestock and Animal Health (DGLAHS) with the financial support from the United States Agency for International Development (USAID).


Reporting Lines

To achieve the Effectiveness of Communication to the implementation GHSP established, the Operations and Administration Division of FAO ECTAD (Emergency Center for Transboundary Animal Diseases) Indonesia Programme needs a support from a full time National Logistic Assistant.

The incumbent shall operate under the overall supervision of the FAO Representative in Indonesia, the general supervision of the Emergency Centre for Transboundary Animal Diseases Operations (ECTAD) Programme Country Team Leader in Indonesia, under the general guidance of the Operations coordinator and the direct supervision of the National Operations Officer


Technical Focus

The National Logistic Assistant will perform a range of duties relating to the logistic, distributions and project vehicle management of the FAO ECTAD Global Health Security Project in Indonesia.

Expected Outputs:

  • Smooth logistic operations support
  • Warehouse stock report maintained and updated real-time
  • Smooth fleet management and support

Tasks and Responsibilities

Warehouse and distributions

  • Conducting regular physical inventory of goods in the warehouse and project offices with close coordination with the Procurement and Inventory Assistant.
  • Arrange and monitor incoming and outgoing shipment from/to the warehouse and the project sites and ensuring the receipts of the good delivered are properly recorded/ archived and providing the necessary update to the Inventory Assistant. Providing update on the warehouse stock reports.
  • In close coordination with the Operations Assistants and Senior Technical Advisors, to draft and prepare the projects distribution plan and ensuring its smooth and timely implementation.
  • Determining the proper storage and maintenance of all equipment and supplies.
  • Monitor the expiry dates of goods stored at the warehouse and make sure distributions to the field is based on the expiry dates.
  • Ensure the most efficient of shipment methods are selected
  • Assist with the maintenance and mobility of the ECTAD office’s satellite phones, GPS and other field equipment stored at FAO ECTAD office.
  • Assist the project in producing/completing logistical data and information in reports requested by FAO Indonesia, FAO RAP, FAO HQ and donors.
  • Support the procurement unit in identifying the potential vendors for logistic related works services when necessary

Project vehicles management.

  • Coordinate the project’s vehicles day to day operations, includes drivers schedule, monitor the vehicle movements
  • Verify weekly vehicle logbook report
  • Verify driver claims for vehicle expenses.
  • Perform other related duties as required

Minimum requirements

  • Minimum of Diploma level required; Bachelor’s degree preferred
  • Technical training in logistics and/or supply management is highly desirable
  • National of Indonesia.

Technical/Functional Skills:

  • At least three (3) years of progressively responsible experience of practical field logistics operations preferably including experience with an international organization

  • Good knowledge and understanding in spoken and written English;
  • Good interpersonal and communication skill;
  • Proficiency in MS Office, particularly Word and Excel

  • Ability to work with individuals from different cultural and ethnic backgrounds;
  • Ability to manage priorities and workload within general schedule of work, instructions, and standardized practices
