Introduction

The Company, a leading multinational organization operating across Indonesia’s manufacturing and services sectors, is seeking an experienced HR Manager (Job Code: KLI-22) to join our dynamic team on a full‑time basis. This senior role reports directly to the Director of Human Resources and plays a pivotal part in shaping our people strategy, ensuring compliance with Indonesian labour law, and fostering a culture of safety and “Just Culture” throughout the organization. The position is based in Jakarta with a standard work schedule of Monday to Friday, 09:00 – 18:00.

Responsibilities

  • Lead end‑to‑end HR operations, including recruitment, onboarding, workforce planning, and talent acquisition for both local and expatriate staff.
  • Develop, review, and maintain HR policies, procedures, and SOPs to ensure strict compliance with Indonesian labour legislation and internal governance standards.
  • Design and implement new SOPs that improve operational efficiency, data integrity, and employee experience.
  • Manage employee relations, mediate workplace conflicts, and provide professional guidance on disciplinary actions.
  • Oversee the full expatriate lifecycle – from RPTKA and VITAS/KITAS processing to mandatory reporting to Manpower and Immigration authorities.
  • Administer complex payroll components, including expatriate tax (PPh 21/26), housing allowances, and international benefits, while ensuring accuracy and timeliness.
  • Support the implementation of Collective Labour Agreements (CLA) and represent the company in bipartite negotiations with unions.
  • Proactively prevent and manage potential industrial disputes, maintaining constructive dialogue with union representatives.
  • Ensure ongoing compliance with Indonesian manpower regulations such as BPJS, PKWT/PKWTT, THR, and Wajib Lapor requirements.
  • Integrate HR disciplinary procedures with the Safety Management System (SMS) and uphold “Just Culture” principles across all operations.
  • Provide strategic input on salary structures, pay scales, and compensation matrices, aligning them with market benchmarks.
  • Lead HRIS implementation or upgrades, ensuring data accuracy, reporting capabilities, and user adoption.
  • Oversee the General Affairs function, including facility management, corporate travel, and employee welfare programs.

Requirements

  • Bachelor’s degree in Human Resources, Law, Psychology, or a related field (minimum S1).
  • 7–10 years of progressive HR experience with at least 3 years in a managerial capacity.
  • Demonstrated expertise in labour union management and industrial relations within Indonesia.
  • Extensive experience in expatriate management, including legal compliance and cultural integration.
  • Proven track record in designing salary structures, pay scales, or compensation matrices.
  • Hands‑on experience with HRIS selection, implementation, or optimization.
  • Deep understanding of Indonesian labour regulations, BPJS, PKWT/PKWTT, THR, and related statutory obligations.
  • Preferred experience overseeing General Affairs functions.
  • Highly disciplined, structured, and detail‑oriented work approach.
  • Excellent communication and interpersonal skills; fluency in Bahasa Indonesia and English.
  • Strong team player with a collaborative mindset and the ability to handle sensitive issues with professionalism.
