Introduction
We are seeking a dynamic Manajer Pengadaan Barang dan Jasa to lead our procurement function and ensure the seamless acquisition of goods and services across the organization. The ideal candidate will combine strong analytical abilities with excellent negotiation skills, fostering strategic partnerships with vendors while upholding the highest standards of cost‑effectiveness and compliance. This role operates Monday through Saturday, 08:00‑17:00, and reports directly to the Head of Operations.
Responsibilities
- Develop and execute comprehensive procurement strategies that align with the institution’s financial goals and operational needs.
- Identify, evaluate, and select vendors through rigorous market research, request‑for‑quotation (RFQ) processes, and competitive bidding.
- Negotiate contract terms, pricing, delivery schedules, and service level agreements to secure optimal value.
- Manage the full procurement lifecycle, from requisition approval to purchase order issuance and receipt of goods.
- Maintain accurate inventory records, monitor stock levels, and coordinate with warehouse teams to prevent stock‑outs or excess holding costs.
- Implement and oversee an electronic procurement system, ensuring data integrity and timely reporting for audit purposes.
- Collaborate closely with finance, legal, and departmental heads to guarantee compliance with internal policies and external regulations.
- Lead a small team of procurement officers, providing coaching, performance feedback, and professional development opportunities.
- Continuously assess supplier performance, conduct periodic reviews, and develop corrective action plans when needed.
- Prepare regular KPI dashboards covering cost savings, supplier lead times, and procurement cycle times for senior management.
Requirements
- Minimum education: D3/S1 in Management, Economics, Accounting, or a related field.
- At least 2 years of proven experience in procurement or purchasing of goods and services.
- Prior experience within an educational institution or a comparable public sector organization is a strong advantage.
- Deep understanding of procurement processes, vendor negotiation techniques, and inventory management principles.
- Proficiency in procurement software and advanced Microsoft Excel skills (pivot tables, VLOOKUP, macros).
- Excellent verbal and written communication abilities in Bahasa Indonesia and, preferably, English.
- Strong analytical mindset, capable of interpreting market trends and cost‑benefit analyses.
