Introduction
PT Lion Express is seeking a dedicated professional to join its Regulatory Affairs and Quality Control team as a Regulated Agent – Cargo Security Specialist. This critical role ensures the safety and compliance of cargo and mail operations in accordance with national and international aviation security regulations. The successful candidate will work closely with the Head of Regulatory Affairs, the RA Manager, the Director General of Civil Aviation, and other senior stakeholders to develop, monitor, and enforce robust security programs.
The position offers a dynamic work environment where analytical thinking, meticulous documentation, and strong interpersonal communication are essential. Working hours are Monday to Saturday, 08:00‑17:00, with a focus on continuous improvement and proactive risk mitigation.
Responsibilities
- Design, develop, and maintain an effective oversight program for regulated cargo and mail agents, ensuring alignment with civil aviation security standards.
- Plan, execute, and evaluate internal audit programs, including inspections, testing, and compliance checks, independent of commercial and operational units.
- Conduct comprehensive internal audits that are free from commercial influence, gathering necessary information to enforce corrective actions promptly.
- Prepare, supervise, and submit detailed investigation reports to HRD, Legal, and senior management for any regulatory breaches.
- Report audit findings and security activities to key stakeholders, including the PIC SASI PT Lion Express, Head of RA, RA Manager, Director General of Civil Aviation, Director of Aviation Security, and the Regional Airport Authority.
- Develop and deliver training materials for regulated agents, ensuring all personnel are up‑to‑date with the latest security procedures.
- Collaborate with airline operations, ground handling, and logistics teams to embed security best practices into daily workflows.
- Monitor changes in national and international aviation security regulations and integrate updates into the company’s compliance framework.
- Maintain accurate records of inspections, audits, and corrective actions to support regulatory compliance and audit readiness.
Requirements
- Minimum education: Senior High School (SMA/SMK) or equivalent; higher education in aviation, security, or a related field is a plus.
- At least 2 years of experience in aviation security, cargo handling, or regulated agent operations.
- Proven ability to conduct internal audits and quality control assessments for regulated agents.
- Certified training in regulated agent or cargo security from an authority‑recognized institution (highly desirable).
- Strong competency in preparing inspection reports, compliance documentation, and corrective‑action plans.
- In‑depth knowledge of national and international aviation security regulations (e.g., ICAO Annex 17, IATA CASS).
- Possession of a Certified Aviation Security Inspector & Instructor credential.
- Excellent written and verbal communication skills, with the ability to present complex findings clearly to senior leadership.
- Interpersonal attributes: high integrity, diplomatic demeanor, decisive judgment, independence, professionalism, objectivity, and adaptability to evolving regulatory environments.
